Job Summary

This position is located in Shoshone National Forest, Wapiti Ranger District. This position serves as the District's trails and wilderness manager, responsible for natural resource planning related to trails operations which includes; supervision, skilled horsemanship, ability to obtain a blasting certification, firearm and certification. Major Duties

  • Ensure data is gathered in order to update and maintain the natural resource database.
  • Thoroughly understand laws and regulations, administrative policies, production processes, evaluation criteria, research, and other analytical/scientific functions in the field of resource management.
  • Recommend and execute annual work plans for the trails and wilderness resources.
  • Provide input to environmental impact statement by assisting in the collection of; soil, water, timber, range, and wildlife resource field data.
  • Provide advice, counsel or instruction to employees on both work and administrative matters.
  • Refer grievances to a higher-level supervisor or manager to resolve complaints.
  • Serve as a Forest Protection Officer by enforcing Forest Service rules and regulation.
  • Provide education and outreach internally and externally on Wilderness Leave No Trace principles.
  • Set work priorities to prepare schedule for completion of work.
  • Oversee maintenance of trails to provide input for the unit land management planning team.
  • Plan and oversee Wilderness character monitoring, data collection and provide input for the unit land management planning team.
  • Design and implement wilderness monitoring protocols.
  • Research and apply to available grants, maintain current grants and Agreements related to trail resource management.
  • Assist with wilderness field operations including trail maintenance, construction, truck/trailer operation certification, sawyer training and certification, train employees in use and maintenance of primitive tools.
  • Manage pack, saddle livestock, packing materials and supplies on extended trips.
  • Conduct stock training, certification and stock procurement.
  • Prepare contract specification and serve as the Contracting Officer Representative (COR) for construction and service contracts.
  • Work with explosives and blasting materials to complete projects including construction, maintenance, demolition, seismographic work, avalanche control, wildland fire suppression and other associated blasting activities and operations.
  • Advise leadership on the procedures, facilities and equipment for proper transportation, storage, handling, use and disposal of explosives and blasting materials.

Qualifications

GS-401: Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR

Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education. In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below. Specialized Experience Requirement:

GS-09 level: Applicants must have one year of specialized experience equivalent to the GS-7 grade level. Examples of specialized experience include: Assisted with resource management activities by analyzing the impact of those activities on the recreation program, assisted with the planning of construction projects such as recreation trails, parking areas, trailhead facilities, and new access roads in consultation with engineering personnel. Participated in the drafting of annual work action plans for carrying out recreation management decisions, participated in the development and administration of recreation special use programs in compliance with agency direction; OR, 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree; OR, an appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level, related to the position). The education was obtained in an accredited college or university and demonstrates the knowledge, skills, and abilities necessary to do the work. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

Pay Range

$52,905.00 - $68,777.00
