Job Summary
The Federal Highway Administration (FHWA), Pathways Recent Graduate Program is designed to introduce individuals to the technical, administrative, and program management aspects of highway engineering. This 24-month training and developmental Recent Graduate position provides hands-on-learning opportunities to enrich your career goals and expand your civil engineering knowledge. Program participants will have the opportunity to assist with implementation of innovative transportation solutions.
Major Duties
The Pathways Recent Graduate Program participant will be placed into a 24-month training and developmental program to receive on-the-job training through a structured set of learning experiences described in the participant's developmental plan. The objective is to develop the competencies necessary for a Generalist Highway Engineer to primarily perform in Western Federal Lands Highway Division (WFLHD). While in the program the Recent Graduate will have several developmental assignment options which will include many of the following: design, construction, environment, planning and programming, safety, pavements, materials, bridge, hydraulics, utilities and Right-of-Way, planning, surveys, geotechnical, acquisition and contract administration. Participants will be providing solutions and technical services to the highway/transportation community, as well as building accessible and scenic roads that ensure the many national treasures, accessing our Federal Lands, can be enjoyed by all. The Recent Graduate will receive an orientation to the essential functions and the structure of the Federal Lands Highway (FLH) Division Office, and is introduced and instructed in the functional areas of the division.
You will spend at least one-half of the 24-month program actively engaged in valuable training under the guidance and direction of seasoned professionals, in design, construction and technical services. To build upon this experience, other developmental assignments will be provided to give individuals the opportunity to broaden their generalist experience. Assignments will be selected to provide the participant with needed technical skills, and enhance project development and program delivery knowledge and understanding.
*This is a developmental position. Individuals hired at the GS-05 grade level will receive assignments with increasing complexities and responsibility targeted at the functions of the GS-11 level. This position has known promotion potential to GS-12.
Ideal Candidates: For this Pathways Recent Graduate position candidates ideally: 1) are an entry to beginning level technical engineer; with 0 to 5 years of experience; 2) meet the education requirements under the ‘Qualifications’ section of this advertisement; 3) have a desire to learn about the various aspects of technical highway engineering, including but not limited to: highway design, construction, environment, safety, pavements, materials, bridge, operations, hydraulics, utilities and right of way, planning, surveys, geotechnical, and contract administration; 4) are mobile and willing to travel to remote locations for extended periods of time; 5) have the ability to work independently, and in a team environment.
Qualifications
To meet the minimum qualifications for this position, you must meet Mandatory Education requirement and eithermeet the education or experience qualifications for the grade at which you are requesting consideration.TO QUALIFY FOR THE GS-05: Applicants who meet the basic requirements described in the individual occupational requirements are fully qualified for the specified entry grade (generally grade GS-5). TO QUALIFY FOR THE GS-07 onExperience, you must have at least one full year of experience equal or equivalent to the GS-05, which includes: Experience assisting higher-graded engineers in performing engineering work relevant to planning, design, or construction of any civil engineering features or projects (buildings, roads, bridges, site preparation, or other related work). On Education, you must have : Oneyear graduate-level education OR Superior academic achievement. You can also qualify on a combination of higher level graduate education and matching experience. This experience and education must be fully documented in your resume. If using education to qualify, you must provide supporting graduate level transcripts.
TO QUALIFY FOR THE GS-09 onExperience, you must have at least one full year of experience equal or equivalent to the GS-07, which includes: Experience providing support in the application of highway engineering concepts such as or directly related to highway planning, environment, design, construction and/or maintenance functions. On Education, you must have : Twoyears of progressively higher level graduate education leading to a master's degree or Master's or equivalent graduate degree. You can also qualify on a combination of higher level graduate education and matching experience. This experience and education must be fully documented in your resume. If using education to qualify, you must provide supporting graduate level transcripts.
**Superior Academic Achievement is based on (1)class standing, (2)grade-point average, or (3)honor society membership. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
Grade-point average (G.P.A.) -- Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. Pay Range
$38,152.00 - $71,180.00
