Job Summary
This position is located in the Branch of Permits (BOP), Division of Management Authority (DMA), U.S. Fish and Wildlife Service (FWS). This position serves as a Permits Biologist, providing scientific and management guidance in the conservation of species, populations, and habitats affected by international trade; provide technical advice, disseminate information; and identify and resolve problems with the management and processing of import-export and trade of wildlife permit requests.
Major Duties
- Process permit applications for the international trade in wild fauna and flora under the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), the Endangered Species Act (ESA), the Wild Bird Conservation Act (WBCA), the Marine Mammal Protection Act (MMPA), and the Lacey Act (injurious wildlife).
- Communicate verbally and in writing permit requirements with the public, government and non-government institutions.
- Manage and monitor permits workload and provide statues updates to the manager, as requested.
Qualifications
Only experience and education obtained by 03/05/2020 will be considered. You must meet both the Basic Education Requirements AND Minimum Qualifications Requirements to qualify. GS-401 Educational Requirements: Degree: major in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. A photo copy of official or unofficial transcripts MUST be (uploaded) submitted, by the closing date, to document educational accomplishments to receive consideration for this position. OR You must have an appropriate combination of education and experience that included course work equivalent to a major (i.e. 24 semester hours) in biological sciences, agriculture, natural resource management, chemistry, or a discipline related to this position; PLUS appropriate experience or additional course work. The quality of the combination must demonstrate that you possess the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four year course of study with a major as described above. A photo copy of your official or unofficial transcripts MUST be (uploaded) submitted, by the closing date, to document educational accomplishments to receive consideration for this position. Minimum Qualifications: You may qualify at the GS-07 level, if you fulfill one of the following qualification requirements: A. Completion of a 4-year course of study leading to a bachelor's degree in a field of study that demonstrates the competencies required by this position with either (1) a grade point average (GPA) of 3.0 based on a 4.0 scale; (2) a 3.5 GPA based on a 4.0 scale for all required courses completed in a qualifying major field of study at either the time of application or during the last two years of your undergraduate curriculum; (3) class standing of upper third of the graduating class in the college, university, or a major subdivision of the college; or, (4) membership in a National Scholastic Honor Society certified by the Association of College Honor Societies, excluding freshman honor societies; OR
B. One full year of graduate level education in an accredited or pre-accredited college or university in one of the following related field of biological sciences, agriculture, natural resource management, chemistry, or related disciplines. The education must demonstrate the competencies necessary to do the work of the position; OR
C. One year of full-time specialized experience comparable in difficulty and responsibility to the next lower grade level (comparable to GS-05) in the Federal service. Examples of experience may include: Understanding of landscape level conservation biology as it relates to fish, wildlife, and plants; write routine reports on conservation issues to compare biological findings; review Federal, State, and/or County laws, regulations, and policies in the area of fish and wildlife resources; and provide information for reports and correspondence on biological findings; OR
D. A combination of education and experience as listed above. You may qualify at the GS-09 level, if you fulfill one of the following qualification requirements: One year of specialized experience comparable in scope and responsibility to the next lower grade level(equivalent to at least the GS-07) in the Federal government. Examples of experience may include: Apply principles of ecology and conservation biology as they relate to fish, wildlife, and plant populations; write technical reports on species conservation to evaluate biological findings; interpret Federal, State, and/or County laws, regulations, and policies in the area of fish and wildlife resources; and review reports and correspondence to ensure that the written products are technically accurate organized and well written; OR A master's or equivalent graduate degree in an accredited or pre-accredited college or university; or 2 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.B. or J.D degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position, examples of qualifying fields include biological sciences, agriculture, natural resource management, chemistry, or related disciplines ; OR A combination of education and experience as listed above. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Pay Range
$48,670.00 - $112,240.00
