Job Summary

Major Duties

This position is located within the Department of the Interior, Bureau of Ocean Energy Management, Gulf of Mexico OCS Region, Office of Leasing and Plans, in Jefferson, LA.

At the full performance level (GS-12) the major duties of this position include, but are not limited to the following:

  1. Conducts in-depth technical review and evaluation of all Exploration Plans (EP), Development and Production Plans (DPP), and Development Operations Coordination Documents (DOCD).
  2. Coordinates comments from other offices and agencies to determine whether modification of a plan is necessary.
  3. Serves as technical expert on matters related to oil and gas exploration, development, and production operations on Outer Continental Shelf (OCS) leases.
  4. Provides technical expertise in the review of new or revised regulations, Notice to Lessees (NTLs), and other documents in order to ensure consistency with existing policy and to evaluate the impact of implementation on existing procedures, workload, and staffing.
  5. Conducts numerous personal and telephone communications with OCS operators to resolve various technical and procedural problems related to oil and gas operation and the plan review and approval process.

BOEM has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Salary Information:

GS-12: $87,062-$113,184 per annum. First time hires to the Federal government normally start at the lower salary range of the grade level.

Qualifications

Minimum Qualification Requirements:To qualify for this position you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the grade to which you are applying. (1) Basic Educational Requirements: Please Note: This position requires specific educational coursework to qualify. You MUST provide transcripts in order to verify that the educational requirements have been met.

You must meet the description in either A or B below to qualify for this position:

A. Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. IN ADDITION to the Basic Educational Requirements for this position, applicants must meet the Specialized Experience Requirements described below:

(2) Specialized Experience To qualify for theGS-12,you must possess at least one full year of specialized experience equivalent to theGS-11 gradelevel in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience thatequipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled.Specialized experience is defined as demonstrated experience:(1)providing engineering analysis of exploration plans OR development and production plans to ensure compliance with regulations;(2)coordinating responses to industry representatives regarding the review of oil and gas or other mineral resources exploration and development plans; and(3)participating in the development of strategies to ensure operating activities are consistent with worker safety and environmental conservation principles.
