Major Duties

This position serves as a Petroleum Engineer within the Branch of Fluid Minerals in the Utah State Office. The incumbent investigates and analyzes complex engineering problems related to fluid mineral operations on Federal and Indian mineral estates and serve as recognized professionals providing advanced petroleum engineering expertise. Major duties include but are not limited to:

  • Prioritize authorizations for fluid mineral leasing and operational reviews and approvals.
  • Serves as program lead for the petroleum engineering operations in BLM Utah and ensures the implementation of the 43 CFR 3160 regulations and onshore orders.
  • Works with the District and Field Managers and the oil and gas program staff to communicate BLM regulations and policy.
  • Serves on Washington Office teams to develop new regulations and guidance as needed.
  • Works with systems such as AFMSS and is in regular contact with the Washington Office, NTC and NOC regarding fluid minerals.
  • Review and process of lease unitization applications.

Physical demands: The work is primarily sedentary. Occasionally, the Petroleum Engineer conducts field work which requires travel over rough roads, hiking or climbing in rough terrain, and carrying field equipment.

Work Environment: Most work is performed in a typical office environment. Occasional field work will require exposure to a range of climatic conditions from subzero to over 100 degrees temperatures, rain and snow; and dangerous conditions.

Qualifications

Basic Education Requirement: This position has a positive education requirement which requires that you have a degree inprofessional engineering. To satisfy the basic education you must meet the criteria in A or B noted below:A) Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.ORB) Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled. This experience must also be documented in your resume.In addition to the time-in-grade requirement AND the basic requirement listed above, to qualify at the GS-11 level you must meet one of the following:Specialized experience GS-11:One year of professional petroleum engineering experience at or equivalent to theGS-09 grade level.Examples of specialized experience includes: performed professional engineering work in the exploration, development and production of oil and gas resources such as well design, completion, workovers, plugging/abandonment and reservoir engineering.OR 54 semester hours of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. orequivalent doctoral degree in the field of geology or directly related fields of study; OR have an equivalent combination of the typeand level of experience and education described above. Only graduate level education in excess of 36 semester hours may becombined with experience.In addition to the time-in-grade requirement AND the basic requirement listed above, to qualify at the GS-12 level you must meet the following:Specialized experience GS-12:One year of professional petroleum engineering experience at or equivalent to theGS-11 grade level.Examples of specialized experience include: performed professional engineering work in the exploration, development and production of oil and gas resources such as well design, completion, workovers, plugging/abandonment and reservoir engineering; and served as a senior engineer/staff specialist performing engineering work in the exploration, development & production of oil & gas or geothermal resources.Please see “Required Documents” of this announcement.IN DESCRIBING YOUR EXPERIENCE, PLEASE BE CLEAR AND SPECIFIC. Pay Range

$64,009.00 - $99,741.00
