Job Summary

Major Duties

  • You will report to the Head of the Technology Transfer Office and will be responsible for the commercialization of intellectual property in engineering and related fields.
  • You will draft, review, negotiate and manage agreements for all processes in technology transfer.
  • You will review and advise NRL scientists on preparing Statements of Work (SOWs) for Cooperative Research and Development Agreements (CRADAs) and draft, negotiate and process CRADAs.
  • You will evaluate the commercial potential of scientific inventions, market availability and market those technologies as well as evaluate proposed business and development plans for license and evaluate.
  • You will communicate with NRL scientists to identify technologies suitable for commercialization and the submission of invention disclosures on those technologies.
  • You will disseminate information on NRL technical capabilities to private industry; generate promotional literature describing technologies, facilitate technology transfer and be a local POC for technology transfer areas.
  • You will advise scientists on processes for technology transfer, including basics of intellectual property, commercialization, confidentiality, obligations under a CRADA, and Laboratory policies related to technology transfer.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the NP-03 (GS-11/13) grade level or pay band in the Federal service or equivalent specialized experience in the private or public sector. Specialized experience must demonstrate most or all of the following: 1) demonstrate knowledge of business administration and of engineering with sufficient familiarity with physics, math, computer science, chemistry, materials and optics to assess inventions in these fields for commercialization potential, 2) assess business plans, structure licensing terms and negotiate and execute and enforce technology transfer agreements and patent license agreements; 3) assess emerging technologies and business plans for their commercialization potential including critiquing financials, development schedules, and marketing processes; 4) communicate both orally and in writing demonstrated by experience in drafting and negotiating complex technology transfer agreements, and in executing and enforcing them. Pay Range

$115,324.00 - $166,500.00
