Major Duties

As a Physical Scientist, you will:

  • Lead others or personally conduct research to perform analysis of State Regulatory and Abandoned Mined Land (AML) programs and perform reviews and field verification of AML reclamation projects.
  • Research, analyze and prepare science based recommendations to management on issues related to implementation and interpretation of the Surface Mining Control and Reclamation Act (SMCRA), State Regulatory and State AML programs; and conduct field investigations and special studies in the process of conducting topical oversight studies.
  • Plan and conduct complex reviews of approved SMCRA Title IV and V State programs and/or individual elements under these programs (e.g., special oversight studies, AML, and/or regulatory).
  • Coordinate State program amendment reviews, analyze data, and provide recommendations for resolution.
  • Oversee and prepare portions of annual evaluation reports, evaluation reports, and annual performance agreements.
  • Arrange and conduct meetings with members of the public, industry, and other Federal and state agencies. Provide input to State Regulatory Authorities related to the environmental aspects of surface and underground mining activities.
  • Develop Federal Register notices for states submitted program amendments; implement oversight topic reviews; assist in the preparation of state oversight reports and evaluation documents; and assist with preparation and review of the National Environmental Policy Act (NEPA) compliance document.

Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.or B. Combination of education and experience: education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. ADDITIONAL REQUIREMENT: In addition to meeting the Basic Education Requirements below, applicants must have additional specialized experience as defined below:

You must have one year of specialized experience with the particular knowledge, skills and abilities to perform successfully the duties of the position, that is typically in or directly related to the position to be filled. To be creditable, specialized experience must have been equivalent to the GS-11 grade level in the Federal service, comparable pay band system or volunteer service. Qualifying experience may be obtained in the private or public sector. Examples of Specialized Experience: professional knowledge conducting field investigations and topical oversight studies; team leader for interdisciplinary teams writing environmental documents; prepare annual evaluation reports and performance agreements; lead teams to conduct research analysis of State Regulatory programs, perform reviews and field verification of abandoned mined land reclamation projects; resolve conflicts; and experience with word processing software, spreadsheets or databases. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Pay Range

$79,003.00 - $102,709.00
