Major Duties

You will:

  • Develop chemical accident and oil spill prevention, preparedness, and response regulations, policies, guidance, procedures, and training.
  • Analyze proposed legislation, regulations, guidelines, policies, training, and systems concerning the regulatory and scientific aspects of chemical accident and oil spill prevention and preparedness and advise on programmatic and technical adequacy.
  • Provide technical assistance in support of program operations and activities by providing interpretation of guidelines, standards, and practices.
  • Represent the chemical and oil programs in professional and scientific forums where chemical accident and oil spills prevention, preparedness, and response matters are discussed.

Qualifications

You need a degree or combination of education and experience as described below to qualify for this position.In addition to the educational requirements, we are looking for at least one year of specialized experience related to this position as described below:To qualify for the GS-13 level, you need to have at least one year of full-time experience equivalent to the GS-12 level defined as as defined as conducting analysis related to State and/or Federal environmental programs and/or statutes and regulations; and/or reviewing hazard assessments, safety protocols, guidance and procedures; and providing technical assistance and/or advice to colleagues, senior management, State and local officials, and/or the regulated community.

Your application package will be used to evaluate your competencies in the following areas: Knowledge of applying a wide range of environmental scientific and engineering principles, concepts, techniques, and practices applicable to facilities producing, using, handling and storing hazardous chemical and oil

Knowledge to assess the impact of facility activities on public safety.

Skill in writing reports on chemical and oil spill programs issues.

Skill in communicating project results and status.

Ability in developing operating guidance and technical guidance of data to implement the chemical and oil programs.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Pay Range

$102,663.00 - $133,465.00
