Job Summary
This position is located in Albuquerque, NM. This position provides technical assistance and support for the Regional Watershed Program, with specific responsibility for water rights and water uses, including the establishment, procurement and defense of water rights necessary for the management of National Forests, and the oversight of water uses by others. Major Duties
- Participate in the oversight and program management for water resources.
- Provide technical direction for regional water rights and uses programs and activities.
- Provide technical assistance in drafting policies and direction for water rights.
- Act as Regional consultant for Water Rights.
- Coordinate, plan, and implement water right programs.
- Assist in development and revision of guidelines for water rights and water uses.
- Review proposed and revised national policy directives.
- Ensure consistency with regional programs and objectives.
- Plan and administer water rights investigations and management reviews.
- Provide assistance to Forest and Ranger District level personnel on the interpretation and implementation of new policies.
- Work closely with the Office of General Counsel in the development of training programs.
- Create databases for water rights.
- Ensure that a complete and current inventory of water rights and uses is maintained.
Qualifications

Basic Requirement: GS-1301 Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR Combination of education and experience -- education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below. GS-12: You must have one year of specialized experience equivalent to the GS-11 level in the Federal service. Specialized experience is defined as the following: Plan, direct, and advise personnel on compliance efforts regarding water rights investigations and management reviews; provide technical direction for regional water rights and use programs and activities, including information on laws, rules, regulations, program planning, and training; provide advice and interpretation on complex problems relating to the resolution and negotiation of water rights and instream flow issues; communicate consultation and technical advice to a variety of professionals such as research organizations, universities, other federal and state agencies, or private contractors in conducting investigations, drafting new procedures or methodologies, or carrying out other water rights or water uses work specified by contract, grant, or cooperative agreement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
Pay Range
$77,204.00 - $100,369.00
