Major Duties
You will:
- Sole programmatic lead for planning activities for the Air Monitoring program. Provides professional advice in the operation of state, local and tribal agencies' ambient air monitoring networks and programs to ensure that they meet federal requirements.
- Review and act on requests for revisions to state, local, and tribal air monitoring network plans.
- Lead and perform analyses of air monitoring and emissions data as needed to support the needs of internal and external stakeholders. Serve as a point of contact for state, local and tribal agencies inputting data into Air Quality System AQS.
- Ensure communities, elected officials, and other interested parties are informed of EPA actions and positions concerning the interpretation and application of monitoring requirements.
Qualifications
You need a degree or combination of education and experience as described below to qualify for this position.In addition to the educational requirements, we are looking for at least one year of specialized experience related to this position as described below:To qualify for the GS-13 level, you need to have at least one year of full-time experience equivalent to the GS-12 level defined as working knowledge and experience of federal, state, local, or tribal air monitoring programs. Experience implementing and coordinating air monitoring programs to ensure they meet federal requirements.

Knowledge of unique and highly complex monitoring applications and reports prepared by other scientists, and state agency personnel to solve difficult or extraordinary problems, and develop new approaches for use by other agency stakeholders where specific agency guidance is lacking.
Ability to serve as a technical authority to provide consultative advice and guidance concerning a full range of monitoring problems, issues, analyses and remedies pertinent to ambient air pollution programs.
Ability to communicate with elected and appointed Federal, State, local and Tribal officials and Congressional staff members regarding the agency mission, position on specific issues, and other matters pertaining to agency policy.
Ability to effectively communicate highly technical and/or scientific information and positions to all levels of staff and management. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Pay Range
$99,941.00 - $129,926.00
