Major Duties
This position serves as an Air Quality Specialist for the Utah State Office, Department of Natural Resources. Major duties include but are not limited to:
- Determine the appropriate level of analysis for all projects with the potential to impact air or climate resources.
- Recommend mitigation measures to project air quality and reduce green-house gas emissions.
- Completing emissions inventories or administering contracts related to air quality.
- Developing and implementing monitoring plans.
- Collecting and evaluating monitoring data.
- Ensuring all air quality analysis is accurate, defensible, and well documented.
- Prepare air and climatic sections for all major planning and NEPA documents.
- Preparing responses to issues raised through administrative processes.
- Provide technical leadership to District/Field Offices in Utah.
Physical demands: The work involves 25% or less outside work. Outside work demands climbing, hiking, bending often over rough uneven surfaces or mountainous terrain and sometimes in extreme weather conditions. Motor vehicle operation may occur under various severe winter weather and road conditions and at various times of the night.
Work Environment: The job involves a combination of office and field work with considerable travel. Field work is performed over a wide range of conditions. The field season generally runs from April through November. It will be necessary to conduct some studies in winter months. There is regular and recurring exposure to moderate risks and discomforts such as very low temperatures, adverse weather conditions, and similar situations.
Qualifications
Basic Educational Requirements: This position has a positive education requirement which requires that you:A. you must have a degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.ORCombination of education and experience:education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.Youmustsubmit your transcripts thatclearly state your undergraduate/graduate degree(s) and submit your college transcripts.Specialized Experience:In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement.To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower gradeof the position to be filled.This experience must also be documentedin your resume.
In addition to the time-in-grade requirements, to qualify at the GS-11 level you must meet one of the following:Specialized Experience:Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-9 level that equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of a Physical Scientist (Air Quality). Specialized experience includes; coordination and/or support of research in climate and air quality; assisting with low impact air quality monitoring methods for development of policy; and communicating technical and non-technical information to a diverse audience.OREducation:To qualify based on education you must have 54 semester hoursof progressively higher-level graduate education leadingto aPh.D.or equivalent doctoral degree in a directly related field of study.OR Combination of GraduateEducation and Experience:Combinations of successfully completeddoctorallevel education and specialized experience may be used tomeet total experience requirements if it has provided the knowledge, skills, and abilities necessary to do the work.

Specialized experience includes;providing technical direction, coordination and support of research in climate and air quality; developing low impact air quality monitoring methods for development of policy on a state wide level; being a lead or member of an interdisciplinary team working on planning and environmental analysis processes, principles, and practices;and communicating technical and non-technical information to a diverse audience.
