Major Duties

This position is located within the Department of the Interior, Bureau of Ocean Energy Management (BOEM), Physical Chemical Sciences Section, in Jefferson, LA. The primary responsibility of this position is to support the functions and mission of the Office of the Environment on matters related to water quality and oceanography on the Gulf of Mexico and the east coasts of the United States.

At the full performance level (GS-12) the major duties of this position include, but are not limited to the following:

  1. Reviews site-specific activity plans, permit applications, and pipeline decommissioning applications for potential impact of wastes and discharges to water and sediment quality. Performs the review within the context of the United States Environmental Protection Agency National Pollutant Discharge Elimination System (NPDES), BOEM and Bureau of Safety and Environmental Engineering (BSEE) regulations and guidance.
  2. Serves on teams to track shared issues on water quality, NPDES reissuance, inter-agency Memorandums, and EPA and BSEE Office of Environmental Compliance (OEC) information needs.
  3. Plans, organizes, and coordinates environmental data collection to assess the impacts created from oil and gas, mineral extraction, sand and gravel, aquaculture and renewable energy activities interacting with the physical and/or chemical characteristics of the coastal and marine, aquatic and benthic environment. Limited field visits may be required.
  4. Participates in the National Environmental Policy Act (NEPA) process for Bureau activities. Tasks include: participating in the scoping and planning process; performing environmental analyses; writing sections of the NEPA documents; planning, and reviewing the technical quality of environmental analyses performed and reported by others, and working with Solicitors to improve the document.
  5. Responsible for entire procurement cycle for assigned study procurement. Studies may include contracts, inter/intra-agency and reimbursable service agreements and cooperative agreements. Recommends initial study design and refinements; prepares the procurement package sections; evaluates technical proposals, serves as Contracting Officer’s Representative (COR) and/or Project Officer (PO). Can also serve as a Contract Inspector (CI) and review studies for technical merit.
  6. With senior environmental resource lead or supervisory involvement, promotes communications and coordination with Federal, State, professional, industry, academic, and general public agencies or individuals interested in marine and coastal environments information needs relative to offshore oil and gas, mineral extraction, sand and gravel, and renewable energy activities.
  7. Identifies specific environmental problems, which may be addressed as research or study efforts within the purview of the Bureau Studies program, analyzes the nature of the problems, develops study protocols to resolve these problems, or to provide an information base for better understanding of the problems, and recommends these studies for funding approval via the BOEM Environmental Studies Program planning process, including all processes therein.
  8. Communicates accidental events information needs and risk analyses results, such as oil spills and chemical releases, to the team. Represents the region on teams to continuously improve spill response, spill risk analyses and spill risk communication.

BOEM has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Salary Information: GS-09: ($52,905-$68,777) per annum; GS-11: ($64,009-$83,210) per annum; GS-12: ($76,721-$99,74) per annum. First time hires to the Federal government normally start at the lower salary range of the grade level.

Qualifications

Minimum Qualification Requirements:To qualify for this position you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience or Education for the series/grade to which you are applying. (1) Basic Educational Requirements: In addition to the specialized experience requirements for this position, applicants must meet the Education Requirements described below:

A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

or

B. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

(2) Specialized Experience or Education

To qualify for this position you must meet A, B, or C defined below for the grade to which you are applying. GS-09

A. Specialized Experience: To qualify for the GS-09, you must possess at least one full year of specialized experience equivalent to the GS-07 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: performing scientific research techniques to gather and analyze data.

OR B. Education: Completion of a Master’s or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree. OR C. Combination of Education and Experience: You have a combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position. A combination of specialized experience and education that totals 100% of the experience requirement.

GS-11

A. Specialized Experience: To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to the GS-09 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) analyzing published research or reviewing environmental analyses for industrial or commercial projects related to water quality/pollution affecting water quality in U.S. coastal or marine environments; 2) performing scientific research techniques to gather and analyze water quality or oceanographic data; and 3) applying laws and regulations concerning protection of water quality and the marine environment.

OR B. Education: 3 years of progressively higher level graduate education leading to a Ph.D. degreeorPh.D. or equivalent doctoral degree. OR C. Combination of Education and Experience: You have a combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position. A combination of specialized experience and education that totals 100% of the experience requirement.

GS-12

A. Specialized Experience: To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to the GS-11 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) developing information, analyzing published research, and reviewing environmental analyses and/or government reports for projects (e.g., oil and gas energy, renewable energy, marine minerals, or alternative use) related to generated wastes, treatment technologies, or accidental spills affecting water and sediment quality in U.S. coastal or marine environments; 2) utilizing scientific research techniques to gather and analyze water quality and/or oceanographic data; 3) applying and interpreting Federal laws and regulations (e.g., Clean Water Act, Oil Pollution Act) concerning protection of water quality and the marine environment; and 4) writing sections of technical reports, environmental assessments, or policy documents.
