This position is located in the National Atmospheric and Oceanic Administration (NOAA), National Ocean Service (NOS), Office of Coast Survey (OCS), Navigation Services Division with one vacancy in Silver Spring, Maryland or Norfolk, VA. Major Duties
As a Physical Scientist, you will perform the following duties:
- Provide a focal point for National Oceanic and Atmospheric Administration (NOAA) coastal partner interaction at the regional, state, and local levels while serving as the senior agency official and topical expert for navigation services issues related to national and regional for NOAA Navigation Services and other coastal and ocean programs for the Mid Atlantic part of the east coast of the United States.
- Collaborate with stakeholders, and serve as the primary liaison to the NOAA Navigation Services Division, other NOAA navigation managers, coastal managers, planners, educators, scientists, and other partners ensuring office goals align with broader agency goals.
- Process, analyze, and interpret scientific, oceanographic, or hydrographic survey data using common industry software from both NOAA and non-NOAA sources for nautical chart products to adhere to appropriate chart policy and resolve nautical charting inquiries and discrepancies related to the NOAA nautical chart suite.
- Produce a variety of reporting products to present and visualize results from analysis of NOAA and non-NOAA data sources including cartographic, hydrographic, satellite derived, and Light Detection and Ranging (LIDAR) products, charts, graphs, and related reports using geographic information system (GIS) software.

To qualify for the 1301 series:
EDUCATION:
A. Degree:physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
B. Combination of education and experience:education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
-AND-SPECIALIZED EXPERIENCE:Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position.This experience need not have been in the federal government.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the ZP-4 or GS 13 level:
SPECIALIZED EXPERIENCE:In addition to meeting the basic requirements, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-3 or GS-12 in the federal service. Specialized experience MUST include all of the following: Utilizing GIS software to analyze and process hydrographic, current, tidal, and/or geodetic datasets for both display and interpretation;
Assistingwith the processing, analysis, and interpretation of hydrographic survey data using common industry software for nautical chart products use;
Contributing to the preparation of technical reports in orderto present hydrographic or cartographic procedures and findings; and
Communicating or sharing coastal survey information or products with regional, state, or local level partners.
Pay Range
$91,671.00 - $157,709.00
