Job Summary
If selected you will serve in a vital role to safeguard U.S. agriculture and natural resources in coordination with state officials, other agencies, industry, and colleges, as a federal liaison for plant quarantine programs. The primary work includes import exclusion, complex treatments, export activities, permitting and compliance, as well as pest detection.
Major Duties
- The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to:
- Duties are performed at Plant Inspection Stations, International Ports of Entry, and other geographical areas within the United States.
- Plan and conduct plant pest detection surveys and mitigation efforts. Includes survey of agricultural, residential, commercial and natural areas by visual examination and/or through other pest detection survey techniques.
- Interpret and enforce Federal and State domestic quarantines and regulatory orders restricting the inter/intra-state movement of plants, plant products, animal byproduct and other materials.
- Manage multiple program areas such as: post entry quarantine, biological control, gypsy moth, grasshopper/cricket, noxious weeds, boll weevil, citrus pests, exotic fruit flies, or other pests.
- Review permits, conduct inspections, prepare and execute compliance agreements, enforce policies regarding quarantine, and identify inspection sites.
- Serve as accredited certifying officials regarding export certification for trade facilitation.
- Collect, compile and review data to track the progress of the programs for which the incumbent is responsible in order to advance program operations and ensure quality assurance of program activities.
- Plan and conduct aspects of operational activities including special programs, newly emerging programs or operational functions with cooperators, other government entities, industries, private citizens and other stakeholders.
Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.
BASIC REQUIREMENT: Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR
Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. In addition to the basic requirement, you must also meet the following: FOR THE GS-07 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-05 grade level) that demonstrates: Knowledge of biological and scientific principles, techniques of pest collection and identification and of various inspection techniques used for the detection of regulated plant pests. Experience in multiple program areas and/or multifaceted programs, such as post entry quarantine, gypsy moth, biological control, grasshopper/Mormon cricket, fruit fly exclusion and detection, citrus health, etc. Planning, coordinating, conducting, and evaluating plant pest program activities. Experience with GPS systems, and various software programs including mobile data collection systems and mapping programs, and use database programs to assist in the development/quality analysis of plant pest survey programs. 1 years of progressively higher level graduate education in the fields of biological sciences, agriculture, natural resource management, chemistry, or related disciplines.

Superior Academic Achievement: To qualify based on superior academic achievement, you must have completed the requirements for a bachelor's degree from an accredited institution AND must meet certain GPA requirements. Equivalent combinations of education and experience are qualifying for this grade level. TRANSCRIPTS are required: This position requires a degree in a specific field to be basically qualified. You are qualifying for the position based on education. You are qualifying for this position based on a combination of experience and education. You are qualifying for this position based on Superior Academic Achievement. This education must have been successfully completed and obtained from an accredited school, college, or university. COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-07 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Pay Range
$43,251.00 - $59,888.00
