The Office of Naval Research (ONR) is seeking an outstanding individual to serve in this Civil Service position in the Senior Executive Service (SES) as the Research and Development Portfolio Director.
Major Duties
- You will be responsible for the overall direction of the Department of the Navy (DON) Research and Development program content.
- You will serve as the senior technical authority, formulating, overseeing and enforcing DON science and technology policy.
- You will collaborate with higher headquarters and utilize enterprise-wide capability, vision, and knowledge of joint mission matters of additional scope and complexity.
- You will provide leadership, as a steward for Department of Defense (DoD), that is capabilities focused, competency based, and aligned and linked to DON goals.
- You will communicate vision and strategy; actively promote new partnerships; and be highly responsive to customers.
- You will masterfully shift investments in high priority areas such as cyber warfare, electromagnetic warfare, directed energy, autonomous systems, and other highly technical areas.
- You will synthesize the knowledge of all technical areas across the Naval Research Enterprise (NRE) to develop a cohesive, agile investment portfolio, with the ability to divest and invest quickly.

QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against qualifications which fall into two areas: Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs). 5) Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.) 1. A broad and comprehensive scientific/technical background with knowledge of Research & Development management, planning and policy development, including insight into national DoD, and DON challenges and programs. 2. Ability to create a strategic, coherent, multi-faceted research and development investment portfolio. 3. Experience effectively participating in federal research, development, test and evaluation (RDT&E) planning processes including preparation, submission, and defense of planning, programming, and budget exhibits characteristic of a research enterprise. Pay Range
$168,165.00 - $192,300.00
