Job Summary

This position is located with the U.S. Army Research and Development Center (ERDC), Coastal and Hydraulics Laboratory (CHL), Office of the Technical Directors. This position may be filled as a Research: General Engineer, Architect, Civil Engineer, Hydraulics Engineer, Mechanical Engineer, Physical Scientist, or Oceanographer.

Major Duties

  • As the Associate Technical Director (ATD), serving as the assistant to the Technical Director at ERDC in the Coastal Hydraulics Laboratory.
  • Serve as a leading expert in research and reimbursable work based on the Coastal Hydraulics Lab's competencies in hydrology, river and estuarine engineering, coastal engineering, Fluid-Structure interaction, and maritime operations.
  • Develop, plan, organize and execute coastal, hydraulic and/or navigation related research and development projects.
  • Develop, market and manage Research and Development programs for research and reimbursable studies and projects.
  • Maintain good working relationships with other agencies, interest groups, professional associations, external clients and ERDC team members.
  • Review study proposals, progress reports and final products for technical quality, consistency and adequacy.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service DB-02 (GS-11). OR Education: Ph.D. or equivalent doctoral degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: General Engineering, Civil Engineering, Hydraulic Engineering, Mechanical Engineering, Architecture, Physical Sciences, and/or Oceanography. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. In order to qualify, you must meet the Education and Experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Decision MakingPlanning and EvaluatingTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). This position is covered by the Science and Technology Laboratory Personnel Management Demonstration Project at the DB-XXXX-04 (equivalent to GS-12/14). In accordance with the Federal Register Vol. 63, No. 57, dated March 25, 1998, an employee of the Laboratory Demonstration project must have a current average performance score of 2.5 or above in order to be selected for promotion. All applicants currently employed under a Laboratory Demonstration Project must include their most recent performance appraisal score as part of their electronic resume. $74,596.00 - $136,271.00
