Job Summary
This position is in the Southern Regional Office Planning Unit located in Atlanta, GA. The incumbent serves as an Administrative Review Coordinator (Appeals and Objections) in a Regional Office, providing Regional leadership for that program and serving as staff lead for initiative based planning issues. Major Duties
- Duties listed are at the Full Performance Level:
- Serves as the technical specialist for all administrative reviews and associated regulations (36 CFR 214, 218 and 219), and provides advice and recommendations to Regional and Forest line officers and staffs.
- Manages processing of all appeals/objections before the Regional Forester.
- Leads interdisciplinary teams of forest and regional resources specialists interpreting and analyzing appeals/objections issues and determines the risks and vulnerability of these issues on decisions.
- Develops and assists others in development of appeal/objection response documents.
- Works closely with unit-level Planning and (NEPA) Coordinators, Regional Environmental Coordinators, Office of General Council, and other staff specialists in development of Regional direction for land management planning-related objections.
- Provides interpretation to Regional Office staff groups concerning national analysis standards and content requirements for Land Management Plan objections.
- Provides recommendations concerning the direction and guidance to units in the interpretation and application of National Forest Management Act and NEPA requirements in land management planning objections.

0101 Series: Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in behavioral or social science; or related disciplines appropriate to the position.
OR
Combination of education and experience -- that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. 0401 Series: Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

Combination of education and experience with courses equivalent to a major described above, plus appropriate experience or additional education. In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below. Specialized Experience Requirements:
For the GS-12: One year of specialized experience equivalent to at least the GS-11 grade level. Examples of specialized experience are: Provided advice and guidance to personnel to ensure that project planning and implementation comply with National Environmental Policy Act (NEPA) and National Forest Management Act (NFMA) laws and regulations, policies, and land management plans; assisted with coordinating and responding to project level appeals and objections at the middle to lower levels; participated as an Interdisciplinary Team (ID) member for land management planning; served as planner for a unit with responsibilities as an author or co-author for site-specific projects, plan amendments, or supplements, according to the requirements of NEPA and NFMA; assisted with preparing a wide variety of assessments, reports, studies, and other actions required by NFMA and related laws and regulations; assisted with the management of the processes for the development of resource assessments, Environmental Impact Statements (EIS), Environmental Assessments (EA), decision documents, and related support documents. For the GS-13: One year of specialized experience equivalent to at least the GS-12 grade level. Examples of specialized experience are: Provided advice and guidance to regional/area personnel to ensure that project planning and implementation comply with National Environmental Policy Act (NEPA) and National Forest Management Act (NFMA) laws and regulations, policies, and the land management plans; coordinated and responded to project level appeals and objections at the forest or regional level; functioned as an interdisciplinary Team (ID) Leader for land management planning; served as an environmental coordinator or unit planner for a unit with responsibilities as the primary author and planning manager for plan amendments, supplements, or revision according to the requirements of NEPA and NFMA; prepared a wide variety of assessments, reports, studies, and other actions required by NFMA and related laws and regulations; led and managed the processes for the development of resource assessments, Environmental Impact Statements (EIS), Environmental Assessments (EA), decision documents, and related support documents for proposed forest plan changes; served in the principal advisor to line officers on issues, risks and legal vulnerabilities regarding agency decision-making. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
Pay Range
$80,830.00 - $124,955.00
