Job Summary

This position is located on George Washington/Jefferson National Forest and serves as a Interdisciplinary Social Scientist/Natural Resource Manager (Recreation)/Landscape Architect. The incumbent provides strategic guidance and leadership to the Recreation program activities, as well as associated program areas such as Wilderness and Trails Management. Major Duties

  • These duties are at the full performance level-GS-12
  • Provide expert technical support and facilitate interdisciplinary approaches to the development of resource plans and recreation management activities.
  • Work closely with and assist research units in projects being conducted on the unit.
  • Evaluate program recommendations and modifications.
  • Inspect and determine special clauses for contracts, special use permits and agreements to include recreation considerations.
  • Formulate long-range recreation management planning input.
  • Analyze recreation opportunities and facilities and recommend priorities and adjustments based on changing direction.
  • Provide predictions on the accomplishment of established goals for recreation management activities.
  • Provide advice and assistance in the planning, coordination and development of the assigned programs, including development and execution of a multimillion dollar budget
  • Apply current developments in natural resource/recreation management to solutions of novel or controversial recreation issues.
  • Exercise a high degree of resourcefulness and ingenuity in devising long-range and short-range solutions to problems of a unique or novel nature which preclude the application of standardized methods.

Provide course descriptions as necessary. This is an interdisciplinary position and may be filled in any of the job series listed below. Basic Requirement for the 0101 Series:

Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in behavioral or social science; or related disciplines appropriate to the position.

OR

Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

OR

Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. Basic Requirement for the 0401 Series:

Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR

Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in a major field of study that included 24 semester hours in course work in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. Related course work generally refers to courses that may be accepted as part of the program major.

OR

Combination of education and experience that included 24 semester hours in course work in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, AND experience sufficient to demonstrate that I possess the knowledge, skills, and abilities required to perform work in the occupation that is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field needed to perform the work of the occupation. Basic Requirement for the 0807 Series:

Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in landscape architecture or landscape design.

OR

Combination of education and experience -- for each year short of graduation, the applicant must have had 1 year of experience under professional leadership and guidance of such character and diversity as to be a satisfactory substitute for the required education. This experience must have included original landscape design. In addition to the requirements described above, the following specialized experience are required for the grade(s) specified. For the GS-11: One year of specialized experience equivalent to the GS-9. Examples include: Providing input for the unit interdisciplinary planning teams; Participating in developing the unit program of work for all aspects or portions of the unit-planning program; Advising, coordinating, or reviewing the annual operating plans and budgets; Conducting routine environmental studies and evaluations and developing environmental analysis reports linking a variety of resources, such as; recreation, special uses, and facilities. For the GS-12: One year of specialized experience equivalent to the GS-11 in the Federal service. Examples specialized experience include: Provide expertise and advice in the administration of recreation program and projects; review proposals for new recreation facilities or activities and recommend action; ensure the new recreation facilities are in accordance with approved plans; coordinate future recreation use and development between units and among other specialist (engineers, wildlife biologist, etc.) to ensure consistency in program emphasis, development, and use between unit resources; provide expertise and advice in assessing current recreation use, type, and standards, and in long-range planning, maintenance, and operation of recreation facilities; review new recreation projects or proposed revisions of existing plans and coordinated action on approved projects. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

Pay Range

$64,009.00 - $99,741.00
