Job Summary

If selected you will assist in directing state activities and setting priorities that balance public and industry demands against those of economics, efficiency and available resources for plant health protection and emergency management and response in the state.

Major Duties

  • The duties may include, but are not limited to:
  • Performing pest and disease risk analysis, exclusion and prevention, ensuring an effective export certification program for plant products and animal by-products.
  • Designing and implementing survey programs for early pest detection, eradicating pest or disease outbreaks.
  • Conducting regulatory programs for domestic pests, and preparing and responding to intentional (bioterrorism) and non-intentional introductions of plant pests and disease.
  • Oversees the identification of plant pest pathways through analysis and utilization of risk data for develop and implement pest detection activities.
  • Contributes to effective outreach programs to importers, travelers and industry on importation requirements to facilitate trade and prevent introduction of plant and animal pests and diseases.
  • Shares oversight of two Plant Inspection Station (PIS) operations and Convention on International Trade in Endangered Species of Wild Flora and Fauna (CITES) regulation enforcement and treatments.
  • Works cooperatively to develop and document state emergency management plans and may serve as the Incident Commander for pest programs in the state.
  • Shares responsibility in accomplishing program work within an allocated budget and co-manages all facets of personnel, finance and property management.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below. BASIC REQUIREMENT: Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education. FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Experience planning and controlling the use of resources to meet immediate and long-range objectives and for program execution which includes anticipating workload and the production capability, formulating immediate and long term studies, work plan and budgets of plant health programs. Experience managing a critical, high visibility emergency agricultural program(s) (e.g. Fruit Fly, Gypsy Moth, containment and biocontrol, Sudden Oak Death, Giant African Snail or other plant/pest quarantine program). Experience interpreting and/or recommending updates to policy and guidelines related to plant health programs. Develop and maintain cooperative relationships with federal, state, university, and industry stakeholders to address complex plant health safeguarding initiatives. Experience communicating scientific advice and authoritative information regarding agricultural inspection activities and issues to governmental agencies, academia, and key public interest groups. Note: There is no education substitution for this grade level. TRANSCRIPTS are required if: This position requires specific coursework or a degree in a specific field to be basically qualified. This education must have been successfully completed and obtained from an accredited school, college, or university Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Pay Range

$107,821.00 - $140,170.00
