Job Summary

Position serves as the Division Director of the Animal and Plant Health Inspection Service (APHIS), Biotechnology Regulatory Services (BRS), Regulatory Operations Program (ROP) with responsibility for leading, managing, and evaluating the regulatory operations activities associated with the issuance of permits and notifications and the compliance activities in the area of regulated genetically-engineered organisms.

Major Duties

  • The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to:
  • Participate with the Office of the Deputy Administrator in developing strategic approaches to carrying out regulatory program operations within BRS.
  • Oversee the development, implementation, evaluation, and continuous improvement of ROP activities for the effective and efficient program management and operation.
  • Provide expert consultation to Congressional staff, departmental and other federal cooperators, state and local officials, public and private national and international organizations.
  • Serves as the agency and department liaison biotechnology subject matter specialist on matters related to permits and compliance activities.
  • Oversee the activities related to regulatory compliance, including, but not limited to inspection, compliance evaluation and enforcement, compliance assistance, and incident response.
  • Prepare annual budget requests, managing the ROP budget, and evaluating program and staff accomplishments in terms of government performance review efforts and personnel evaluation requirements.
  • Responsible for overseeing nationwide compliance and inspection activities conducted out of BRS offices in Raleigh, North Carolina and Fort Collins, Colorado.
  • Serve as a resource for BRS programs that discuss issues of international interest with regard to compliance, incident response and permitting activities.
  • Establish short-term and long-range goals and objectives that support ROP and BRS strategic efforts; while also providing input to resource planning for budget, staffing, and administration purposes.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below. BASIC REQUIREMENT: Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education. FOR THE GS-15 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-14 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates direct experience in the following: Experience involving agricultural and biological sciences as they relate to the development, testing, and/or regulation of biotechnology products. Leading a nation-wide program involving agriculture, compliance and enforcement of regulations, and/or biotechnology including budget management, and leading and managing a diverse professional, scientific, and administrative staff. Overseeing activities related to regulatory compliance including activities such as: audits, inspections, compliance evaluation, compliance assistance, incident response, and enforcement activities. Establishing and maintaining effective working relationships with a wide range of stakeholders, including federal, state, Congressional, tribal, industry and other public and private organizations, and members of a regulated community. Developing, implementing, and improving upon complex business processes to achieve quantifiable and measurable gains in the efficiency and effectiveness of a program/organization. Note: There is no education substitution for this grade level. TRANSCRIPTS are required if: This position requires specific coursework or a degree in a specific field to be basically qualified. This education must have been successfully completed and obtained from an accredited school, college, or university. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Pay Range

$142,701.00 - $170,800.00
