Job Summary
Serves as an advisor to the Chief, Environmental and Risk Analysis Services (ERAS), Policy and Program Development (PPD) to ensure that the Agency is in full compliance with NEPA, ESA, FIFRA, and other applicable environmental statutes; executive orders, including but not limited to E.O.12114, and regulations. This position has responsibility of assisting the Chief, ERAS, PPD, with overall management of the Agency's environmental programs.
Major Duties
- The duties may include, but are not limited to:
- Provides environmental policy and regulatory expertise, as well as expert environmental guidance, training and subject matter knowledge to APHIS managers and staff, Departmental officials, etc.
- Develops policies, plans, procedures, and programs for APHIS compliance with environmental statutes, regulations, and Executive Orders, including NEPA, FIFRA, FFDCA, and ESA.
- Anticipates Agency environmental compliance needs and recommends cost-effective compliance alternatives.
- Directly supervises ERAS staff in facilitating Agency environmental decision making.
- Provides for liaison with other USDA agencies and other government agencies to ensure a coordinated approach to environmental regulations and activities.
- Represents the Agency at various environmental workshops, seminars, conferences, or other related public or Agency scheduled meetings and events.
Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below. BASIC REQUIREMENT: Degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Serving as a technical authority for environmental compliance, risk assessment, and policy direction in subjects including but not limited to molecular biology, plant pathology, and entomology. Communicating sensitive and critical information, and complex ideas to others within and outside of the organization. Preparing National Environmental Policy Act, Federal Insecticide Fungicide and Rodenticide Act, and Endangered Species Act documents and other science-based studies requiring high levels of analytical skills and specialized knowledge. Providing leadership, coordination, and direction in the analysis of environmental issues to ensure timely and high quality results. Note: There is no education substitution for this grade level. TRANSCRIPTS are required: This position requires specific coursework or a degree in a specific field to be basically qualified. This education must have been successfully completed and obtained from an accredited school, college, or university Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Pay Range
$121,316.00 - $157,709.00
