Job Summary
This position is located in the National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Office of Coast Survey (OCS), in the Marine Chart Division (MCD), with two vacancies in Silver Spring, MD.
Major Duties
As a Supervisory Cartographer, you will perform the following duties:
- Direct, plan and manage technical and administrative functions for the U.S. Nautical Charting Program, assuring the highest standards for nautical navigation products. Represent the views of the organization with respect to issues of national importance.
- Formulate and execute short- and long-term plans, objectives and priorities. Develop information and plans for future operations to support the Marine Chart Division Strategic plan.
- Develop programs, policies and operating instructions. Provide advice and guidance on sensitive issues and projected operational problems. Recommend alternative approaches to resolve such issues in a timely manner.
- Exercise full supervisory authority. Organize and assign work; develop performance standards and evaluate performance; provide advice, counsel or instruction to employees on work and administrative matters; make selections for subordinate positions; resolve grievances or employee complaints; recommend promotions, awards and training; and review and initiate disciplinary actions.

BASIC REQUIREMENTS:This position requires applicants to meet a Basic Education Requirement in addition to at least one year of specialized experience or a substitution of education for experience in order to be found minimally qualified.You MUST meet one of the following basic education requirements:
To qualify for the 1370 series:
A. Degree:cartography; or a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites).

B. Combination of education an experience:courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown in A above, plus appropriate experience or additional education.
AND
SPECIALIZED EXPERIENCE:Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position.This experience need not have been in the federal government.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.To qualify at the ZP-4 or GS-13 level:
SPECIALIZED EXPERIENCE: In addition to meeting the Individual Occupational Requirement, applicant must also possess one full year (52 weeks) of specialized experience equivalent to theZP-3 or GS-12in the Federal service. Specialized experience MUST include all of the following: Applying knowledge of professional cartographic theories, concepts, and principles in the production of nautical charts;
Analyzing and evaluating all types of source data (e.g., hydrographic survey data, topographic data, regulated areas, dangers to navigation, aids to navigation, etc.) in support of nautical charting products and services;
Communicating procedures and policies on nautical cartography and resolving nautical charting inquiries and discrepancies; and
Planning, evaluating and managing a subordinate staff, such as assigning work, setting priorities, evaluating performance and providing feedback on work assignments.
Pay Range
$102,663.00 - $157,709.00
