Job Summary

Incumbent serves as expert consult and advisor on matters pertaining to the management of construction quality and the administration of A-E construction service contracts.

Major Duties

  • Providing general oversight and quality control over the District's Construction Quality Management program.
  • Monitoring, acquiring and administering Architect-Engineer contracts for quality assurance and surveying.
  • Managing the formulation and execution of Construction Division's (including the Area Offices) Operating Budget
  • Managing the Bidability, Constructability, Operability Environmental and Sustainability Review Process within Construction Division in cooperation with design elements.
  • Performing construction management and coordination of HTRW contracts such as those performed under DERP and also Superfund for the U.S. Environmental Protection Agency.
  • Managing specialized activities within Construction Division to include but not limited to Workload/ Workforce Projections and overseeing the planning, budgeting and execution tracking of annual training.

Basic Education requirement - Bachelor's of Science degree in Engineering Professional Engineering In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized experience: To qualify based on your experience, your resume must describe a least one year of your experience which prepared you to the do work in this job. Specialized experience is defined as ) administration and oversight of the construction quality management program; 2) AND administering Architect-Engineer contracts for construction quality assurance and surveying; 3) AND formulation and execution of an operating budget; 4) AND performing personnel management (i.e. employee performance, schedules/approves leave, initiates personnel actions; training, etc) This definition of specialized experience is typical of work performed at the next lower grade level position in the federal service GS-13. You will be evaluated on the basis of your level of competency in the following areas: Budget AdministrationConstruction ManagementLeadershipOral CommunicationQuality Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). With regards to time-in-grade validation, if you held a position other than a GS pay plan, be sure your resume includes the pay plan and the salary you earned during the assignment, without this, your time-in-grade validation may not be able to verified and will result in your not meeting the time-in-grade requirement for this vacancy. Pay Range

$120,870.00 - $157,128.00
