Job Summary
Serves as primary technical and program management advisor in Section 408 matters for the District. Section 408 permission requires a determination that the requested alteration is not injurious to the public interest and will not impair the usefulness of the project.
Major Duties
- Serves as Coordinator for the US Army Corps of Engineers (USACE) Sacramento District's Section 408 Permission program,
- Performs the full range of supervisory duties for a staff of 8-10 Engineers and Scientists.
- Provides leadership to multidisciplinary team that assures the safety of the congressionally authorized infrastructure and assures objectives of the 408 Program are implemented.
- Reviews, processes, coordinates, strategizes communicates, and leads the Section 408 permission process in the Sacramento District
- Develops, fosters and maintains high-level relationships and coordination with technical counterparts at critical partner agencies at the Federal, state and local levels
- Serves as the District representative on Regional and national groups and working groups with missions of interest to the 408 Program.
- Develops and implements pertinent training and workshops concerning the submission and evaluation of 408 permission requests for both internal and external customers.
- Develops and manages Water Resources Development Act, Section 214 or Section 1156 agreements with partner agencies to expedite processing of Dept of Army permission requests for their priority projects.
- Responsible for the Sections' budget development and execution; continuously review over-allocations, obligations, and expenditures to prevent over-spending, to effectively utilize all funds allotted, and to obtain additional funds when required.
- Oversees District categorical permissions and updating of existing Categorical Permissions.
- Oversees and/or conducts quality assurance to ensure construction of approved alterations follows submitted plans and for post construction review.
- Coordinates with Real Estate Division, Office of Counsel and Regulatory Division for requests that impact Corps flood control, drainage, and environmental mitigation projects.
- Manages the 408 website content, including developing and providing current guidance, requirements, and relevant information to the public on the District?s 408 program.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Additional information about transcripts is in this document. Basic Requirement for Civil Engineer (GS-0810): A. Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico. 3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program. 4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes includes 2 of the following 3 items:
a) managing environmental compliance constraints while developing engineering solutions to real world problems.
b) managing a program with multiple processes to identify inefficiencies and meet production goals.
c) designing, constructing or operating and maintaining levees, channels or other flood risk management structures.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12) Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. SELECTIVE PLACEMENT FACTOR: YOU MUST POSSESS A CURRENT AND VALID PROFESSIONAL ENGINEER (PE) LICENSE. A COPY OF YOUR CURRENT AND VALID PE LICENSE MUST BE SUBMITTED WITH YOUR APPLICATION. The expiration date of your PE license must be AFTER the date you submit your application. What is Section 408 Permission?
Section 14 of the Rivers and Harbors Appropriation Act of 1899, as amended, and codified in 33 USC 408 (Section 408) provides that the Secretary of the Army may, upon the recommendation of the Chief of Engineers, grant permission to other entities for the permanent or temporary alteration or use of any U.S. Army Corps of Engineers (USACE) Civil Works project. An alteration refers to any action by any entity other than the Corp that builds upon, alters, improves, moves, occupies, or otherwise affects the usefulness, or the structural or ecological integrity of a USACE project. Section 408 permission requires a determination that the requested alteration is not injurious to the public interest and will not impair the usefulness of the project. This means USACE has the authority to review, evaluate, and approve all alterations to federally authorized civil works projects to make sure they are not harmful to the public and still meet the project's intended purposes mandated by congressional authorization. Routine operations and maintenance does not require 408 permissions.
