Job Summary
This position is located in the Illinois area office in an assigned state for the Natural Resources Conservation Service (NRCS}, U.S. Department of Agriculture (USDA), supporting a large complex geographic area. You will supervise an area-wide engineering staff and will be responsible for all NRCS engineering activity in the Area including training, quality assurance, and technical assistance.
Major Duties
- Supervises the planning, design and construction of engineering practices such as water management, animal waste management, erosion control, flood control and wetland creation of restoration.
- Directs calculations of earthwork, concrete, steel, conduits, and other materials, and prepares construction estimates and bills of materials.
- Makes site investigations and feasibility studies; field checks designs as prepared/approved by the State Conservation Engineer (SCE) of structural works of improvement prior to contracting.
- Performs supervisory responsibilities by providing technical and administrative direction to a staff consisting of engineers and engineer technicians.
Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time-in-Grade: Any applicant who has held a General Schedule (GS) appointment within the last 52 weeks must meet time-in-grade requirements. Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-11 grade level for consideration for the GS-12 grade level). Basic Education Requirement: Degree: Applicants must have a degree in professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR Combination of Education and Experience: Applicants must have a combination of education and experience as described in the announcement. The adequacy of such background must be demonstrated by one of the following: A) Professional registration; B) Written Test; C) Specified academic courses; or D) Related curriculum: Minimum Qualification: In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered: Specialized Experience: Applicants must have at least one year of specialized experience, equivalent to the GS-11 level in the Federal service. Examples of specialized experience include:
1. Formulation of engineering planning, design and construction of conservation practices that address natural resource protection;
2. Coordinating and conducting quality assurance checks through site investigations and feasibility studies and recommending changes when necessary;
3. Identifying training needs of personnel and delivering training for both individual and group levels; and
4. Recommending technical policies and procedures that strengthen the agency's ability to deliver quality resource conservation. Note: There is no education substitution for the GS-12 level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Pay Range
$76,721.00 - $99,741.00
