Job Summary
Serve as the Director of the Navajo Area Division of Sanitation Facilities Construction with primary responsibility for directing all planning, funding, management and implementation of the Public Law 86-121, Sanitation Facilities Construction Program for the Navajo Area Indian Health Service in St. Michaels, Arizona.
Major Duties
- Responsible for the technical adequacy of plans, designs, and specifications for the construction of new sanitation facilities and the modification or improvement to existing sanitation facilities.
- Direct and assure that Federal Funds are properly expended and such expenditure is appropriately matched to the needs and requirements of all parties concerned.
- Evaluate and recommend for approval or disapproval, engineering designs and construction practices.
- Meet with NAIHS Service Unit Directors, Navajo Tribal Officials, Tribal enterprises staff, and other local, state and Federal Government organization staff to discuss proposed program emphasis, priorities, needs, accomplishments, and problems as they relate to DSFC programs.
- Establish and maintain working relationships and communications with state, local health and environmental health departments, other Federal agencies (including: HUD, EPA, BIA, DOE, NPS and BLM), colleges, universities and professional societies for funding purposes, reviewing plans and specifications, right-of-way clearances, etc.
- Provide expert technical advice on a wide range of engineering and environmental health matters to Tribal, local, state and Federal agencies.

BASIC REQUIREMENT(S): Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics; OR
Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Overall management and direction of a health facilities engineering program and/or sanitation facilities construction program; Prepare program budgets, provide advice and guidance on program activities to a variety of individuals and prepare complex technical reports.
Selective Placement Factor: Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Copy must be submitted for consideration.
You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
Pay Range
$107,807.00 - $140,146.00
