Job Summary

This position provides program direction, evaluation and coordination of all environmental planning, environmental compliance and quality assurance functions for the Rocky Mountain Region. The Environmental Manager and her/his team formulate and implement Regional procedures for conducting environmental planning, partner with field maintenance and other governmental agencies to resolve environmental concerns and develop procedures for compliance activities required to support WAPA's mission.

Major Duties

Oversees the development and implementation of the environmental planning program for Regional activities to ensure compliance with environmental legislation and regulations, agency requirements, and policies. Develops, reviews, and interprets policies, regulations and other information to determine applicability to Regional activities, issuing guidance and direction to Regional functional groups on implementing the requirements and develops work procedures, and standard operating procedures to ensure implementation. Serves as a Contracting Officer’s Representative for environmental contracts and task orders. Represents WAPA's management at public forums and work-groups to present WAPA’s opinions, viewpoints and practices associated with environmental planning and compliance programs as they relate to WAPA’s mission, construction projects and maintenance and operations programs. Serves as first-line supervisor to a multi-disciplined environmental staff engaged in environmental planning and compliance activities.

SPECIALIZED EXPERIENCE REQUIREMENTSA qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as:

Experience in managing the full range of federal environmental planning and compliance activities, as well as ensuring adherence to cultural resources preservation and protection legislation is required to lead a team of environmental and cultural experts in managing these issues for across six states. This includes reviewing, interpreting, and applying federal, state, and local environmental statutory and regulatory requirements to projects; developing and implementing procedures and local policies related to environmental planning and compliance; preparing and reviewing environmental document required under NEPA, such as Environmental Impact Statements (EIS), Environmental Assessments (EA’s), etc.; and representing the organization’s position to a variety of stakeholders including those providing mission support as well as those outside of the organization.

Ability to effectively represent WAPA in internal meetings or with other Federal, State, and local agencies, special interest groups, and the general public.

Pay Range

$100,027.00 - $130,039.00
