EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.
In this position, you will manage the Environmental and Historic Planning (EHP) compliance component of the disaster recovery operation and represent FEMA's interest with Federal, Tribal, and State EHP resource agencies and organizations.
Typical assignments include:
- Implementing applicable federal environmental/historic laws, including the National Environmental Policy Act (NEPA), the Endangered Species Act, Clean Water Act, the National Historic Preservation Act, Archeological Resources Preservation Act, Native American Graves Protection and Repatriation Act and Executive Orders (EO) 11988, 11990, and 12898, as they pertain FEMA's disaster programs, including Public Assistance, Individual Assistance, and Hazard Mitigation Grant Programs, as well as National Disaster Recovery Framework.
- Reviews, analyzes, and recommends modifications of projects, plans, and/or programs developed by tribal, State, and local governments and subgrantees to implement various provisions required for environmental/historic preservation compliance requirements.
- Analyzes draft and final environmental/historic preservation review documents and works with program and regional staff to refine documentation.
- Develops legally binding and defensible compliance actions, negotiates, streamlined review procedures, consultation documentation and agreements.
- Identifies the specific need for EHP expertise in the disaster recovery operation, acquires the appropriate resources either within FEMA, through technical assistance contracts, or other means, and manages and supervises those resources for performance.
Promotion Potential: Positions filled under Stafford Act regulations generally do not have documented promotion potential; however, dependent on an employee’s ability to perform higher level duties, the continuing need for an employee to perform work associated with a higher level position, and administrative recommendation and approval, promotions may be earned by CORE employees.
Qualifications
The qualification requirements listed below must be met within 30 days of the closing date of the announcement.
You qualify for this position at the IC-13 level (starting salary $90,077) if you possessthe following: One full year of specialized experience equivalent to the next lower grade (IC-12) in the Federal Service. This experience may have been gained in the federal government, a state or local government, a non-profit organization, the private sector, or as a volunteer; however, your resume must clearly describe at least one year of the following specialized experience: Interpreting and applying policies, laws and regulations for environmental and /or historic preservation compliance such as the National Environmental Policy Act (NEPA), the National Historic Preservation Act (NHPA), the Endangered Species Act (ESA), Clean Water Act (CWA), Clean Air Act or the National Historic Preservation Act (NHPA), and;
Communicating with internal and external stakeholders concerning environmental and/or historic preservation compliance related issues, and;
Leadingand directing staff within an organization. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and provides valuable training and experience that translates directly to paid employment.
