Job Summary

This position is located in the Department of Homeland Security (DHS), United States Coast Guard (USCG), Assistant Commandant for Engineering and Logistics (CG-4),Office of Environmental Management (CG-47), Washington, DC.

Major Duties

As a Supervisory Environmental Protection Specialist, this position serves as the Chief, Office of Environmental Management. This position serves as the subject matter expert on environmental programs to the Assistant Commandant for Engineering and Logistics, and is responsible for leadership, supervision and management of the National Environmental Policy Act implementation, and environmental planning, compliance and restoration programs Coast Guard-wide.

  • Providing administrative and technical supervision necessary for accomplishing the work of the Environmental Management Office, and performing the administrative and human resource management functions relative to the staff supervised.
  • Coordinating an agency-wide environmental compliance and restoration program involving shore facilities, vessels, and aircraft.
  • Overseeing the Coast Guard's in-house Environmental Compliance and Restoration Program which includes development of the policy, directives, procedures, and budgetary initiatives necessary to achieve compliance with environmental statutes and their associated regulations.
  • Formulating and directing the environmental management program resources needed to perform facility assessments of Coast Guard assets ( afloat and ashore) to determine the extent of compliance with all environmental regulations.
  • Developing environmental program strategic communications plans and documents ensuring alignment with mission support communications planning efforts.
  • Coordinating and leading environmental program efforts to ensure full alignment and compliance with DCMS and Coast Guard internal control efforts.

Qualifications

To qualify for the GS-15: Applicants must possess one year of specialized experience equivalent to at least the GS-14 level in the Federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Examples of specialized experience include: Serving as a subject matter expert and advising on natural resource management laws, and federal and state environmentalregulations;

Planning and conducting environmental-related projects and studies;

Serving as a team lead and/or supervisor managingan environmental program; and

Analyzing, preparing and tracking environmental data. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.

Pay Range

$142,701.00 - $170,800.00
