Job Summary

Serves as a subject matter expert in Wildland Fire Program Management in a large geographically diverse region. One position will be located in Lakewood, CO and the other position location is negotiable within the 8 state area/region (MT, WY, CO, UT, AZ, NM, TX, and OK). The salary shown on this announcement is for Lakewood, CO. Salary will be lower for other locations within the region.

Major Duties

These Regional Deputy Fire Management Officer (DRFMO) positions are located in the National Park Service, Regional Office in the Wildland Fire Program in the Visitor and Resource Protection Division and is responsible for the development, management, coordination and implementation of the wildland fire program.
You will work for a dynamic, geographically-dispersed agency in which you will be the primary technical advisor on all matters related to federal wildland fire and fuels management.
The position provides support to wildland fire management programs. Participates in interagency coordination, integration of best available science into management practices, policy analysis and development of best management practices for implementation of fire and fuel reduction activities.
You will assist in development of out year budget plans for stable, increasing and decreasing allocations.
You will provide expertise to agency administrators, field personnel and other users regarding fire management policy and operational requirements.
You will participate and lead teams for fire program reviews, incident reviews and interagency coordination efforts.
You will develop, implement and update fire policy statements, instruction memorandums, best business practices, manuals and handbooks.

Qualifications

All qualifications must be met by the closing date of this announcement-03/17/2020-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect either full-time or 40 hours per week. If a part-time work schedule is reflected, the hours must be annotated to ensure proper crediting of specialized experience. Selective Factor: Candidates must possess a minimum of 90 days of wildland firefighting experience is required to meet qualifications for secondary (administrative) covered positions. The Department of Interior defines wildland firefighting experience as: On-the-line wildland firefighting experience gained through containment, control, suppression, or use of wildland fire. This experience can be met by serving in a temporary, seasonal, or equivalent private sector fire position for no less than 90 days. Periods of wildland firefighting experience, gained through militia and rural fire departments, can also be credited, as long as the total amount of this experience equates to at least 90 days. Wildland fire is defined as any non-structure fire that occurs in the wildland. Two distinct types of wildland fire have been defined and include wildfire and prescribed fires as follows: Wildfire: Unplanned ignitions or prescribed fires that are declared wildfires. Prescribed Fires: Planned ignitions. This description includes only fireline experience on a Prescribed Fire; it does not include experience in the planning stages. Prescribed fire experience must be supplemented by fire suppression experience in order to be creditable as previous wildland firefighting experience. This experience must be documented in your work history/experience blocks on your resume. - AND - Basic Education: This occupation has specific educational requirements. A. possess a 4-year degree in the biological sciences, agriculture, natural resources management, chemistry or related disciplines appropriate to the position. The following additional subject fields have been determined to be acceptable as directly related degree programs for fire management jobs in this series: wildland fire management, forestry, agronomy, biochemistry, biometrics, ecology, fishery biology, general fish and wildlife administration, horticulture, physiology, plant physiology, rangeland management, soil science, wildlife biology, zoology, agricultural extension, animal science, botany, entomology, genetics, microbiology, pharmacology, plant pathology, plant protection and quarantine, soil conservation, toxicology, wildlife refuge management. In addition, natural resources related disciplines include chemistry, environmental sciences (not environmental or natural resources policy), hydrology, outdoor recreation if they have a natural resource emphasis, physics, fire management, earth sciences, geology, meteorology related weather, climate, physical geography if it has a natural resource emphasis, and watershed management. OR

B. Possess a combination of education and qualifying experience which included courses equivalent to a major (24 semester hours or equivalent) as shown above, plus appropriate experience or additional education which totals four years. To satisfy this requirement, the nature and quality of this course work must have been such that it would serve as a prerequisite for more advanced study in the field or subject-matter area. This means the required course work must show progression beyond the associate degree level in directly related coursework, such that it may be considered to be leading towards a bachelor's degree in the biological sciences, agriculture, natural resources management, chemistry or related disciplines as described above. In addition, to qualify for this position, you must possess the following specialized experience: Specialized Experience: At least one year of specialized experience equivalent to the GS-12 level in the Federal government. Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities needed to successfully perform the duties of this position. Example of specialized experience include fire management planning, including evaluation of objective in resource management plans to develop strategies to accomplish these objectives. Develop evaluation measures to determine if fire management activities have accomplished objectives and adapted future activities based on findings; develop agreements to support fire management activities across multiple units including inter- and intra-agency agreements; knowledge in or have participated in fire management review processes. These may include program reviews, incident reviews, and/or fuels treatment reviews.

Pay Range

$100,027.00 - $130,039.00
