Job Summary
This position is part of the Assistant Director - Ecological Services (AD-ES) with the Division of Restoration and Recovery (DRR) as the Branch of Response and Restoration Chief. The DRR provides national leadership and guidance in planning and implementation of restoration and conservation actions on the group to support imperiled species and their habitats.
Major Duties
Within the DRR, the Branch of Environmental Response and Restoration focuses on spill response issues, and supports assessment and restoration activities as part of the Department's Natural Resource Damage Assessment and Restoration (NRDA) program. The incumbent of this position will serve as Chief of the Branch of Environmental Response and Restoration. Duties of this position may include, but are not limited to, the following:
- Provide leadership and direction for the Service's management and administrative activities related to response to spills or releases of oil and hazardous substances, remediation of Superfund sites, and the conduct of natural resource damage assessments.
- Provide leadership, direction, management, and supervision for the Branch staff, ensuring the continuity of work within the Branch. Require that completed staff work is factual, of high quality, and completed in a timely fashion.
- Develop policy and guidance defining the role of the Service, specifically the Environmental Response and Restoration program, regarding the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), the Superfund Amendments and Reauthorization Act, the Oil Pollution Act of 1990, and other applicable statues.
- Actively support and implement the equal opportunity programs as specified in National, Regional, and local affirmative action plans. BASIC QUALIFICATIONS, 0401 SERIES: To qualify for the General Natural Resources Management and Biological Science (0401) Series, applicants must possess the following education and/or experience: Possess a Bachelor's or higher degree from an accredited college or university in biological sciences, agriculture, natural resource management, chemistry, or a related discipline appropriate to the position; OR Possess a combination of education and experience which includes courses equivalent to a major in the biological sciences (i.e., at least 24 semester hours) as shown above, plus appropriate experience or additional education that is comparable to that which is normally acquired through the successful completion of a full, 4-year course of study in the biological sciences, agriculture, natural resource management, chemistry, or a related discipline appropriate to the position. MINIMUM QUALIFICATIONS, GS-14 GRADE LEVEL: In addition to the above Basic Qualifications, an applicant must possess the experience outlined below in order to qualify for this position at the GS-14 grade level: Possess one year of specialized experience equivalent to at least the GS-13 grade level in the Federal Service. Specialized experience includes: the ability to provide leadership and direction to subordinates; knowledge about implementing Natural Resource Damage Assessment or Oil and Hazardous spill response, or a background in environmental contaminant issues. Note: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge and skills, and can provide valuable training and experience that translates directly to paid employment. Applicants will receive credit for all qualifying experience, including volunteer experience.
Pay Range
$117,191.00 - $152,352.00
