Job Summary
As a SUPERVISORY FISH & WILDLIFE BIOLOGIST you will be the Regions authority on the biology and management of polar bears, sea otters, and walrus'. This announcement is being advertised concurrently under R7-20-10786166-TD-MP for current and former federal employees serving under a competitive service career or career-conditional appointment or reinstatement eligible. Major Duties
- Coordinate the polar bear/sea otter/walrus program and related activities within the Alaska Region, including Refuges and Field Offices.
- Provide guidance and direction in the development and ultimate implementation of the Recover Plan for polar bears, sea otters, and walrus'.
- Conduct extensive coordination with diverse interests which often have opposing positions, including Alaska Natives, conservation organizations, animal protection groups, professional hunting associations, Federal and State agencies.
- Prepare annual budget and associated work plans for the polar bear/sea otter/walrus program.
- Identify and recommend strategies, approaches and priorities to accomplish Marine Mammal Management (MMM) objectives and seek external funds to help support MMM and polar bear/sea otter/walrus program priorities.
- Supervise and lead polar bear/sea otter/walrus program staff and volunteers.
- Evaluate and counsel staff regarding performance objectives, standards and goals.
- Prepare issue papers, briefing documents, and provide verbal briefings to Supervisor, Regional Director, and others regarding polar bear/sea otter/walrus issues.
- Provide in depth analysis of complex biological study proposals, survey designs, and scopes-of-work related to MMM management priorities.
- Identify important species habitat and recommend strategies to conserve and protect habitats and populations.
Qualifications
Only experience and education obtained by 04/20/2020 will be considered. Basic Requirements for this position: You must meet A or B below to qualify for the position: A. Degree: Have completed a 4 year degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to this position.
B. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. You may qualify at the GS-13 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-12 grade level in the Federal service. Examples of specialized experience may include: perform a supervisory role for an interdisciplinary scientific team formulating and implementing policies, standards and procedures regarding a variety of biological and/or natural resource issues; responsible for managing a budget; provide suggestions and comments for developing short and long-range biological plans; plan, organize, and direct the work of others; co-lead and participate in inter-agency and inter-organization efforts to identify science needs and develop action plans; negotiate biological management decisions to sustain wildlife populations; serve as a technical expert on biological natural resources issues and restoration, protection and wise use of fish and wildlife resources; review and facilitate wildlife and subsistence management actions to include working with the State, Tribes, and other partners; devise strategies to overcome resource problems and/or protect and enhance the habitat for any of the following: various mammals, migratory birds, non-migratory birds, or threatened and endangered species. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Pay Range
$102,026.00 - $132,637.00
