Job Summary

As the Chief, you will execute the R&D mission of Facilities Division ensuring world-class people, infrastructure, resource allocation, and product delivery. The Division focuses on Strategic Support Area Readiness covering structural analysis, control systems, synthetic biology & chemistry, innovative material application, construction standards & systems, water use security, installation analytics, infrastructure readiness, power & energy resilience and advanced compliance.

Major Duties

  • Manage Research and Development activities in support of the Department of Defense, Department of Army, and other Federal agencies.
  • Create a responsive and effective organizational climate and represent ERDC at strategic meetings and lead customer and stakeholder engagements to accelerate organic growth of program development.
  • Work with Technical Directors to develop Research and Development programs, approve long-range work plans developed by the subordinate supervisors, and lead the overall work for achievement of the goals and objectives.
  • Serve as the senior advisor to the Deputy Director and the Director of the Laboratory, on program execution issues.
  • Serve as the second-line supervisor to a team of 100 members; ensure that the Division has world-class people trained, developed, and equipped with top-notch physical assets and facilities to effectively and efficiently execute the mission.
  • Plan organizational and staffing needs, assign duties positions, develop performance standards for subordinate supervisors, and approve evaluations of nonsupervisory employees rated by subordinate supervisors.
  • Take necessary disciplinary actions, approve leave requests and work schedules and maintain effective two-way communication with employees to ensure they understand the policies, procedures and other initiatives.
  • Find and implement ways to eliminate or reduce significant bottlenecks and barriers to production, promote team building, and improve business practices.

Specialized experience: One year of specialized experience which includes experience in the following areas: planning, programming, budgeting, and executing multidisciplinary research and development programs to conduct technical investigations and develop new technologies; scheduling, budgeting, resourcing, and execution of studies of systems and processes related to the physical and mathematical sciences underlying professional engineering and have both theoretical and practical techniques in engineering research; and ensuring that the organization has world-class people trained, developed, and equipped with top-notch physical assets and facilities to effectively and efficiently execute the mission. This definition of specialized experience is typical work performed at the next lower grade/level position in the federal service DB-04 (GS-14). You will be evaluated on the basis of your level of competency in the following areas:

Creativity and InnovationDeveloping OthersInterpersonal SkillsOral CommunicationStrategic Thinking This position is covered by the Science and Technology Laboratory Personnel Management Demonstration Project and this pay band includes the General Schedule grade equivalent to the GS-15. In accordance with the Federal Register Vol. 63, No. 57, dated March 25, 1998, an employee of the Laboratory Demonstration project must have a current average performance score of 2.5 or above in order to be selected for promotion. All applicants currently employed under a Laboratory Demonstration Project must include their most recent performance appraisal score as part of their electronic resume. Pay Range

$126,810.00 - $164,858.00
