Job Summary

This is a permanent position with Headquarters, US Army Corps of Engineers, Directorate of Civil Works located at the Government Accountability Office (GAO) building in Washington, DC. Mission: The Directorate of Civil Works is a major component of the U.S. Army Corps of Engineers and programs include water resource development activities to include flood risk management, navigation, recreation, and infrastructure and environmental stewardship and emergency response.

Major Duties

  • Serves as the Chief of the Planning Development Branch within Headquarters US Army Corps of Engineers (HQUSACE) and as the Deputy Chief of the enterprise-wide Planning Community of Practice (CoP).
  • Incumbent will be responsible for the training and development of Planners through the execution of the Planning Associates Program within USACE.
  • Incumbent utilizes knowledge to implement initiatives and missions of SMART planning.
  • Directs the organization on technical reviews and evaluations of nationwide water resource problems and policies.
  • Organizes and leads the Planning Community of Practice including the Planning Advisory Board, 4 Planning sub-Cop?s, and provides oversight and direction to the Planning Centers of Expertise.
  • Plans, directs and coordinates the development, research, operation standardization, and technical requirements of planning program. Insures Planning Program is developed in accordance with leadership initiatives.
  • Manages, directs and provide oversight of training and workforce development programs for planners throughout the USACE enterprise, including execution of the Planning Associates Program and the Water Resources Certified Planner Program.
  • Develops and presents training courses for Corps employees involved in the planning of Civil Works water resources projects.
  • Develops, defends, and manages the annual civil works appropriations budget for enterprise-wide Planning initiatives through collaboration with the HQUSACE community.
  • Provides supervisory authority to senior technical experts and support staff with responsibility of performance and personnel management, employee development, manpower allocation, logistics and Equal Employment Opportunity.

Pay Range

$142,701.00 - $170,800.00
