Job Summary

You will serve as a Supervisor in the Environmental Planning Section in the Environmental Business Line (EVBL), Planning and Conservation Branch of the Naval Facilities Engineering Command Northwest (NAVFAC NW) in Bangor, WA. This interdisciplinary position will be filled as a Community Planner (0020), Biologist (0401), Environmental Engineer (0819) or Physical Scientist (1301).

Major Duties

  • You will supervise a team of Environmental Planning and Natural Resources professionals. As a supervisor, you will develop performance standards, evaluate performance, and provide feedback to subordinates
  • You will oversee the development and review of complex EIS and EA, as well as consultations and documents prepared for compliance with environmental laws such as the Endangered Species Act and the Marine Mammal Protection Act.
  • You will communicate and coordinate with customers to plan and ensure the team's workload is executed, and will utilize contract resources to accomplish environmental planning and natural resources requirements.

Qualifications

This position has a selective placement factor that will be used to screen out ineligible candidates for the Environmental Engineering series (0819). The selective placement factor is: You must currently be a licensed Professional Engineer (PE) if applying for the 0819 series. Your license must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Applicants for the GS-0020, Professional Community Planning Series must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Successful completion of a degree in community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner. OR A combination of education and experience with courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education. In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Developing and/or providing technical review/input of Endangered Species Act (ESA) and National Environmental Policy Act (NEPA) documents including Biological Assessments, Environmental Assessments (EA) and/or Environmental Impact Statements (EIS). Leading project teams, maintaining project schedules, assigning work products and ensuring team member accountability. Providing environmental compliance recommendations and guidance to higher authority, customers, and/or regulatory agencies. . Pay Range

$96,656.00 - $125,651.00
