Major Duties

As the Deputy Operations Manager, this position assists in the day-to-day management of Reclamation's Central Valley Project water and power operations which include highly sensitive and complex interagency and intergovernmental activities. Provides management oversight of designated CVOO program activities as assigned by the Operations Manager. In this capacity, makes commitments and decisions within delegated authority, conferring with Operations Manager only on highly controversial and important matters impacting policies or conflicting with management objectives.

-Program responsibilities and work priorities typically encompass, but are not limited to: shares in the personnel administration activities of CVOO and serves as second level supervisor of designated programs; administers and ensures compliance with complex judicial decisions related to water supply and water management operations, meeting existing operating constraints and objectives, water rights contracts, water exchanges, permits, wheeling, and a variety of other contracts and agreements associated with project operations; oversees staff activities related to their operating decisions and their compliance with Endangered Species Act and biological opinions and initiation of consultation as needed; advises on matters concerning policy and program execution; develops, implements, evaluates and manages physical site security and information technology (IT) security for CVOO facilities and systems; and oversees the management of the CVOO's business/administration operations to include budget, IT, purchasing, supply, warehousing, and general administrative services.
-Serves as a key technical advisor to and representative for the Operations Manager. Represents Reclamation in dealings with various private and public interests. Provides advice and recommendations to the Operations Manager on key issues that may affect critical aspects of Reclamation programs in the water and power operations area, including matters of a confidential nature, Congressional inquiries, or other matters of special interest. Maintains close relationships with fisheries agencies, Federal, state, tribal, and local resources agencies, water users, power customers, and environmental organizations to develop an in depth understanding of their interests and to identify opportunities for resolution of differences.
-Serves as a second-level supervisor to a staff of designated employees engaged in professional, technical, and administrative functions. Utilizes a staff of subordinate Division Chiefs to plan, direct, and manage the technical work operations within CVOO.

Qualifications

Minimum Education Requirement:Applicants must meet the Basic Education Qualification Requirements listed below:A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.*OR* B. Combination of education and experience - college level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following (see U.S. Office of Personnel Management qualifications standards operating manual for specifics): (1) professional registration or licensure; (2) written test (FE exam or other written test required for professional registration); (3) specified academic courses; (4) related curriculum.Foreign Education: To receive credit for education completed outside the United States, applicants must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs.In addition to meeting Basic Education, applicants must have specialized experience or additional education as defined below:GS-14: One year of specialized experience equivalent in difficulty and complexity to at least the GS-13 level in the Federal service.Definition of Specialized Experience: To meet specialized experience, your resume must describe experience that demonstrates the particular knowledge, skills, and abilities as follows:GS-14: Senior level experience performing professional engineering work in support of program management of complex and difficult water resources issues. Work experience should demonstrate most of the following: water resources project/program development, planning, and budgeting; formulation and execution of comprehensive plans covering water resource activities; maintaining contact and collaborative working relationships with state, federal and local agencies, and Indian Tribes in implementing water resources management projects; providing counsel to higher organizational levels concerning water resource management issues; and ability to lead and supervise a multi-discipline staff.

Experience that would not normally be part of an applicant's position may be creditable when documented by satisfactory evidence (e.g., a memorandum from the manager or human resources director, SF-52, or similar documentation).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Pay Range

$127,066.00 - $154,957.00
