Job Summary
The Incumbent Serves as Section Chief of the Electrical, Mechanical, and Cathodic Protection Section in the Engineering Division, of the Mobile District located in Mobile, Alabama. The incumbent plans, coordinates, and establishes work distribution and manages the execution of conventional and unconventional projects with unique and novel engineering features for the military, civil works, and support for others programs.
Major Duties
- Prepare correspondence and present technical data in response to inquiries from higher headquarters, other Federal agencies, state and local governments, and other organizations and individuals.
- Evaluate construction claims and conduct operations and maintenance (O and M) performance studies.
- Assure adequate A-E and services contracting resources and specialized capability are available to meet mission requirements and schedules.
- Advise the Branch and Division Chief, other District offices, and the Commander on all aspects of electrical and mechanical engineering associated areas of risk so that decisions are based on sound scientific data and theories.
- Interview applicants and selects or recommends selections to fill vacant positions within the Section.
- Evaluate performance of subordinates
- Monitor work while in progress to assure that quality products and services are being provided on schedule and within budget, and that overall the customer?s requirements are being satisfied.
- Ensure that applicable quality control plans (QCP) are prepared on in-house work efforts and independent technical reviews (ITR) are conducted as appropriate.
- Manage project milestones, budgets, and resources from planning through construction.

Degree: Bachelor's degree (or higher degree) in architecture or in a related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems. OR B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The adequacy of such background must be demonstrated by at least one of the following: (1) Related Curriculum - Degree in architectural engineering provided the completed course work in architectural engineering provided knowledge, skills, and abilities substantially equivalent to those provided in the courses specified in statement A above, or (2) Experience: 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of any college courses, 5 years of such experience is required. This experience must have demonstrated that you have acquired a thorough knowledge of the fundamental principles and theories of professional architecture. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience at the GS-12 level which includes: 1) Execution of engineering projects for the military, civil works, and support for others programs, 2) Technical expertise required in executing one ore more of the following programs: power generation, power transmission, voltage transformation, power distribution (overhead and underground), building utility voltages, exterior and interior lighting, cathodic protection, heating, ventilation, and air conditioning and controls; plumbing; fire suppression; natural gas distribution; compression air, and material handling/specialty equipment associated with horizontal and vertical design. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to and essential for satisfactory performance of the job). Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration. Pay Range
$88,704.00 - $115,313.00
