Job Summary

**This is a Critical Acquisition Position (CAP). Army Acquisition Corps membership is required prior to appointment unless a waiver is granted. Supporting Army Acquisition Corps membership documentation must be included with your application. Selectees must sign an Army Acquisition Corps tenure agreement to remain in this position for a minimum of three years.

Major Duties

  • You will serve as Chief Technology Officer and the primary advisor to the Director, Senior Executive Service (SES) on all technical, technology and system engineering matters within the Center.
  • You will provide oversight and administrative guidance aligned to the organizational capability and competency areas.
  • You will monitor the latest developments and trends relating to the center competency areas of expertise, as well as emerging capability gaps and urgent requirements to ascertain needs.
  • You will act at an authority to resolve the most complex and precedent-setting problems that have a significant affect on critical Combat Capabilities Development (CCDC), Soldier Center (SC) programs.
  • You will make critical decisions on issues that arise in the planning, strategizing, coordinating, managing and executing of projects to meet user requirements and objectives.
  • You will work strategically to obtain resources for future needs.
  • You will develop and oversee the implementation of center wide long range (3-10 years) technology planning and development strategies.
  • You will act as the authoritative organizational scientific counsel providing technical, systems engineering, and technology advice and guidance as well as serves as an authoritative consultant or member on strategic level boards/councils/steer.
  • You will lead and coordinate activities across the organizational enterprise that enable innovation, promulgate sound engineering practices, enhance collaboration, resource sharing, and managing the internal R and D portfolio Activities.
  • You will identify, build, and improve strategic relationships essential to carrying out the CCDC-SC mission and proactively initiate, develop, nurture, and grow the relationships with experts in key areas.

US Citizens In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. The US Army Combat Capabilities Development Command (CCDC), Soldier Center is participating in an alternative personnel system known as the Laboratory Personnel Demonstration Project (DEMO). Among other features, the Demonstration Project replaces GS grade levels with occupational families and pay bands. The pay band DB-05 is equivalent to a greater than GS-15 grade (The minimum basic pay for SSTM positions is 120% of the minimum rate of basic pay for GS-15. Maximum basic pay with locality pay is limited to Executive Level III (EX-111), and maximum salary without locality pay may not exceed EX-IV.). The pay band DB-04 is equal to the former GS-14 step 01 through GS-15 step 10. This position is being recruited at the bottom of the band GS-14 equivalent. BASIC EDUCATION REQUIREMENT FOR GENERAL ENGINEER SERIES 0801: A. Bachelor's Degree in professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of Education/Experience: college level education/experience that furnished (1) knowledge of physical/mathematical science underlying professional engineering & (2) understanding (theoretical/practical) of engineering sciences/techniques & applications to a branch of engineering. This must be demonstrated by: (1) Professional Engineer Registration or (2) Written test or (3) Specific Academic Courses - 60 semester hours in physical, mathematical, & engineering sciences or (4) Related Curriculum - Completion of bachelor's degree in engineering technology/professional field provided applicant has 1 year of professional engineering experience under professional engineering supervision/guidance. BASIC EDUCATION REQUIREMENT FOR PHYSICAL SCIENTIST SERIES 1301: A. Bachelor's Degree: physical sciences, engineering or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics;

B. A combination of education and experience: course work equivalent to a major as shown above, including at least 24 semester hours in physical science and/or related engineering science. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized experience : Specialized experience is defined as: 1.) evaluation and analysis of science and engineering programs in applied research, technology, and product development of multidisciplinary engineering programs to maximize the individual Warrior's survivability, combat effectiveness, and quality of life in the field; 2.) experience planning, directing, managing and providing oversight of very complex theoretical or applied science and technology programs; 3.) experience leading the development of a technical organization's vision, mission and goals; 4.) experience advocating theoretical or applied program recommendations and decisions focused on current and future requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DB-04). Please note: Pay Band DB-04 is equivalent to a GS-14 through GS-15 grade level. This position is being recruited at the low end of the band GS-15 step 01 equivalent and your resume must describe your experience at or equivalent to the next lower grade of the band's line of progression (GS-14).
