Major Duties
- This position is located in the Office of Research (OR), Center for Veterinary Medicine (CVM), Food and Drug Administration (FDA), in Laurel, MD.
- The Office of Research (OR) conducts applied research in support of decision-making related to each of CVM's core functions.
- OR is located within a state-of-the-art research complex in Laurel, MD; the 166-acre campus includes laboratories as well as 38 acres of pasture.
- To support CVM's drug review program, OR conducts studies to evaluate animal drug safety and effectiveness, antimicrobial resistance mechanisms, metabolism, and to standardize test methods.
- To support CVM's compliance program, the Office develops analytical methods and evaluates screening tests for detection of drug residues in imported and domestic food products.
- The Office also has an animal feed safety research program for developing and evaluating microbiological and analytical methods for detection of natural and intentional contaminants.
- Incumbent will apply scientific knowledge and experience in providing leadership and direction to a staff engaged in research pertaining to pharmacology, toxicology, molecular biology, aquatic biology, chemistry, microbiology, and animal science.
- Plan, develop, and implement policies, procedures, and regulations that support the administrative and scientific functions and activities of the Office of Research.
- Evaluates budget, fiscal and administrative controls to manage program segments and to accomplish research program objectives.
- Acts as second-line supervisor providing scientific and technical leadership and direction to a multidisciplinary scientific staff engaged in veterinary research and evaluation of research data.
Qualifications
The position of Supervisory Interdisciplinary Scientist (Biologist, Microbiologist, Animal Scientist, Chemist) falls under the 0401/0403/0487/1320 occupational series. To qualify for this position at grade GS-15, you must meet Time-in-Grade requirements by 11:59 pm EST on 02/21/2020. Basic Requirements For Biologist, GS-0401: Possess a four year degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position (must submit transcript) OR possess a combination of education and experience -- courses equivalent to a major, as shown above, plus appropriate experience or additional education. Basic Qualification Requirements for Microbiologist, GS-0403: Possess a four year degree in microbiology; or biology, chemistry, or basic medical science that included at least 20 semester hours in microbiology and other subjects related to the study of microorganisms, and 20 semester hours in the physical and mathematical sciences combining course work in organic chemistry or biochemistry, physics, and college algebra, or their equivalent (must submit transcript showing specific coursework) OR possess a combination of education and experience -- courses equivalent to a major in microbiology, biology, chemistry, or basic medical science that included courses as shown above, plus appropriate experience or additional education. Basic Qualifications for Animal Scientist, GS-0487: Possess a degree in animal science, dairy science, poultry science; or a related discipline or field of animal science that included at least 30 semester hours in the basic biological and agricultural sciences, and 20 semester hours in animal science. For animal scientist positions, at least 10 of the required 20 semester hours in animal science must have been in courses dealing with the breeding, feeding, production, and management of livestock, and the care and preparation of their products OR possess a combination of education and experience-- courses equivalent to a major in the basic biological and agricultural sciences, including a minimum of 20 semester hours in appropriate animal science subjects, as described in above, plus appropriate experience or additional education. Basic Qualification Requirement for Chemist, GS-1320: Possess a four year degree in physical sciences, life sciences, or engineering that include 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics (must submit transcript showing specific coursework) OR possess a combination of education and experience -- courses equivalent to a major, as shown above, plus appropriate experience or additional education. AND Minimum Qualification Requirements for Supervisory Interdisciplinary Scientist (Biologist, Microbiologist, Animal Scientist, Chemist, GS-0401/0403/0487/1320-15:
Possess one year of specialized experience equivalent to at least the GS-14 level in Federal service. This experience includes providing leadership and strategic direction in managing and overseeing the work of a scientific group related to animal health or food safety; developing and implementing operational and tactical plans in order to execute strategic plans and to comply with policies, regulations, and procedures; and leading fiscal and administrative programs/procedures for a scientific organization. This experience must be reflected in your resume. Volunteer experience can be used as qualifying experience. In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. $142,701.00 - $170,800.00
