Job Summary

This position is located at the Kootenai National Forest Supervisors Office within the supervisory planning unit. It is located in Libby, Montana. This position provides recommendations and information to the Forest Supervisor concerning important natural resource and the administrative roles. Major Duties

  • The following duties are at the full GS-13 performance level:
  • Provide recommendations and information to higher level management concerning natural resource and administrative programs.
  • Maintain awareness of new technological developments in forestry and natural resource management.
  • Recommend amendments as necessary to higher level management changes in program implementation and execution.
  • Serve as a key member of a management team to formulate plans, policies, and objectives for the organization.
  • Oversee study projects to develop guidelines, standards and procedures for analyzing public needs, demands, and resource capabilities.
  • Ensure the quality, quantity, and coordination of all work performed in the various program areas overseen.
  • Plan and assign work to employees ensuring that production or quality standards are defined.
  • Direct the activities of subordinate programs to ensure Forest Plan requirements and goals are accomplished.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Minimum occupational requirements: For the 0401 series

A degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR

Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in a major field of study that included 24 semester hours in course work in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. Related course work generally refers to courses that may be accepted as part of the program major.

OR

Combination of education and experience that included 24 semester hours in course work in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, AND experience sufficient to demonstrate that I possess the knowledge, skills, and abilities required to perform work in the occupation that is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field needed to perform the work of the occupation. A degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

OR

Combination of education and experience -- education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. Additionally, the following requirements are for the grade levels indicated: For the GS-12 grade level

Must possess specialized experience equivalent to the GS-11 grade level such as: Worked within a natural resource or physical science program providing information and analysis on program issues and their current and anticipated effects; exercised supporting program responsibilities that included program development, planning, budgeting, and identifying workforce and organizational needs to establish and meet priorities; interacted with external partners, members of the public, agencies, and/or tribal governments, to anticipate and resolve natural resource management conflicts and issues; made recommendations and provided information in support of resources such as mining, timber, engineering, and recreation; and/or served as a natural resources or physical science program specialist reviewing and reporting on related activities and resources. For the GS-13 grade level

Must possess specialized experience equivalent to the GS-12 grade level such as: Provided supporting counsel to higher organizational levels concerning regional natural resource or physical science program issues and their current and anticipated effects; exercised supporting program responsibilities that included regional program development, planning, budgeting, and identifying workforce and organizational needs to establish and meet priorities; developed and sustained relationships with external partners, members of the public, agencies, and/or tribal governments, to anticipate and resolve natural resource management conflicts and issues; as a program manager, made recommendations and provided information in support of resources such as mining, timber, engineering, and recreation; and/or at a District or similar organizational level, coordinated management of programs directed with public officials, industry representatives, and citizen groups. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Pay Range

$74,596.00 - $115,313.00
