Major Duties

Within CISA, the National Risk Management Center (NRMC) is a risk-driven analysis and planning center focused on addressing significant risks to our national critical functions. NRMC works with partners to generate solutions to the most complex, strategic risks to infrastructure. To accomplish this mission, NRMC operates using a collaborative model that relies on close integration with Federal, SLTT, and private sector critical infrastructure partners across sectors.

In this position, you will be responsible for providing supervision to a team of data visualization and geospatial analysts in the area of analysis of spatial and non-spatial data,and geographic information systems.Typical work assignments include:

  • Serving as a key resource on highly critical and complex data visualization program initiatives, performing visualization activities in operational areas such as collection, production, analysis and dissemination
  • Planning work to be completed by subordinates and plans schedule for completion of work
  • Analyzing physical and cyber critical infrastructure
  • Creating, developing, and managing real-time situational awareness web maps, applications, and dashboards that support operations, planning, and decision making
  • Generating custom data visualization products, charts, maps, and graphics based on requirements
  • Developing innovative approaches utilizing structured and unstructured data to solve and visualize complex analytics for decision making
  • Providing support to infrastructure prioritization, data management and risk analysis
  • Analyzing the effectiveness and productivity of tools, processes and geospatial and data visualization programs and policies
  • Providing technical advice to senior leadership on complex issues related to data visualization implementation
  • Providing written and verbal communication to various technical and non-technical audiences

Qualifications

To qualify for this GS-1301-14 position you must meet one of the following Basic Qualifications: Have a Bachelor's degree or higher from an accredited college or university in Physical Science, Engineering, or Mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics; (Transcript must be submitted) OR Have a combination of education and experience. This includes courses equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. (Transcript must be submitted) In addition to the above Basic Qualification you qualify for the GS-14 grade level (starting salary $121,316.00) if you possess one year of specialized experience at the GS-13 grade level performing the following duties: Providing technical advice and recommendations to senior leadership to identify and mitigate vulnerabilities in critical infrastructure. Establishing and maintaining relationships with internal and external customers to facilitate and implement new and revised analytical visualization requirements. Conducting spatial analysis and collecting data to measure the effectiveness and productivity of geospatial programs/policies within an organization. Developing visualization processing and analytics using software packages such as (i.e. ArcGIS Pro, Tableau, ArcGIS Insights, Python, R, SQL scripting, Power BI and Web Mapping applications). Providing leadership to a team of data visualization and geospatial analysts to develop solutions to mission critical problems. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office. Current federal employees must have served 52 weeks at the next lower grade level or equivalent grade band in the federal service. The time-in-grade requirement must be met by closing date of this announcement. Submit a copy of your most recent Notification of Personnel Action (SF-50) that demonstrates your eligibility for consideration, e.g., length of time you have been in your current/highest grade (examples of appropriate SF-50s include promotions, with-in grade/range increases); your current promotion potential; proof of permanent appointment if applying based on an interchange agreement; etc. Please note: While a General Adjustment and/or Award SF-50 may be your most recent SF-50 it typically DOES NOT show proof of Time in Grade. Thus, you may have to submit more than one SF-50 as proof of Time in Grade.

Pay Range

$121,316.00 - $157,709.00
