Job Summary

This position is located in the National Environmental Satellite Data and Information Service Office (NESDIS), Office of Satellite and Product Operations (OSPO) with one vacancy located in College Park, MD. This position is also announced under vacancy number NSDIS-OSPO-2020-0016, which is open to all US Citizens or Nationals. You must apply to both announcements if you want to be considered for both.

Major Duties

As a Supervisory Physical Scientist, you will perform the following duties:

  • As a manager in a NESDIS Line Office, provides oversight for a major environmental (ocean) component of the branch's operations that generate satellite analysis products in support of life, property, the environment, the Blue economy or other NOAA interests.
  • Establish and maintain a systematic review and analysis of branch projects to measure progress, and identify trends; determines and implements changes in program direction, organizational structure or distribution of resources where needed; approves internal operating procedures, project and program schedules.
  • Develop recruitment, retention, and strategy in hiring, to ensure adequate staffing and appropriate placement according to individual skill sets; establish performance objectives and standards; evaluate overall performance, recommending and coordinating training in order to meet requirements and support staff career development.
  • Provide oversight for the testing, evaluation and transition of new satellite interpretive methodologies, experimental products (as able) and state-of-the-art technology into operations.
  • Perform 24/7 shift work (morning, evening, nights, weekends and holidays) conducting satellite analysis to mitigate hazards and disasters approximately 15% of the time.

This handbook is available on the Office of Personnel Management's website located at:https://www.opm.gov/policy.BASIC REQUIREMENTS:This position has a positive Education Requirement in addition to at least one year of Specialized Experience OR substitution of education for experience OR combination (if applicable) in order to be found minimally qualified. Transcripts must be submitted with your application package. You MUST meet the following requirements:To qualify for the 1301 series:A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

Or

B. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

To qualify at the ZP-4 or GS-13/14:In addition to meeting the basic requirements above, applicant must possess one full year (52 weeks) of specialized experience equivalent to the ZP-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following: Implementing the distribution and archival of satellite data;

Assisting in the design, implementation, and maintenance of satellite environmental information technological systems for both data and product generation, evaluation and dissemination;

Leading projects based on overall objectives, milestones, expected results, and constraints in support of program functions or designated area of responsibility; and

Assisting in the development and training of subordinates.

Pay Range

$102,663.00 - $167,313.00
