Job Summary

This position is located in theNational Environmental Satellite, Data, and Information Service for theNational Centers for Environmental Info with one vacancy in Asheville, NC.This position serves as a Supervisory Physical Scientist in the Climatic Science and Services Division. This position is also announced under vacancy number NSDIS-NCEI-2020-0022, which is open to U.S. Citizens. You must apply to both announcements if you want to be considered for both.

Major Duties

This position is responsible for leadership in management and operations of the Climatic Science and Services Division. As a Supervisory Physical Scientist, you will perform the following duties:

  • Serves as supervisor planning and distributing work to be accomplished by subordinates; providing technical oversight and instruction and addressing poor performance as part of the performance process.
  • Serves as a program advisor to the organization on relevant strategic goals, mission functions, and workforce. Assists in determining future direction and management of program operations.
  • Plans and executes long-range research programs and projects of international significance that address objectives of the program. Exercises delegated authority to oversee the overall strategic planning, direction, timely execution of the program, evaluation, and implementation of established goals for the program.
  • Communicates issues to management; analyzes budget related legislative activities for impact on organizational program goals; develops and implements strategies to acquire, manage and deploy financial and other resources; responsible for developing and implementing policies and procedures for administrative programs and personnel, and resource allocation.

You MUST meet the following requirements:EDUCATION:Degree:Physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.ORCombination of education and experience: Education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.-AND-SPECIALIZED EXPERIENCE:Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position.This experience need not have been in the federal government.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.To qualify at the ZP-5 or GS-15 level:SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-4 or GS-14 in the Federal service. Specialized experience MUST include all of the following: Preparing proposals and budgets in connection with scientific research and/or applied projects that contribute to overall program development, expansion or innovation;

Serving as project, or team lead including such functions as planning and distributing work, setting short and long-term priorities, and providing technical and administrative oversight to team members.

Pay Range

$126,810.00 - $164,858.00
