Job Summary
Charlotte is a major city and commercial hub in North Carolina. Its modern city center (Uptown) is home to the Levine Museum of the New South, which explores post-Civil War history in the South, and hands-on science displays at Discovery Place. Uptown is also known for the NASCAR Hall of Fame, which celebrates the sport of auto racing through interactive exhibits and films. Charlotte is the most populous city in the state of North Carolina.
Major Duties
- Manage the Regulatory Permit Program, pursuant to Section 10 of the Rivers and Harbors Act and Section 404 of the Clean Water Act, to ensure the program is administered in a balanced and transparent manner.
- Serve as leader for, inter-agency task forces formed as programmatic initiatives, providing timely input, fully coordinating issues with others, as appropriate.
- Participate on regional and national teams and prepares papers, memo and other documents concerning technical, policies or procedural issues for the Division Chief, higher authority and/or other agencies.
- Use sound judgment when evaluating construction activities to assess environmental effects, identify possible alternative solutions and formulate mitigation requirements.
- Coordinate controversial and complex regulatory issues with the public, state and federal resource agencies, local government, higher headquarters and other Federal, state and private groups to ensure concerns are considered
- Supervise a team of Regulatory Project Managers and administrative staff in the delivery of the Regulatory Program in South Central North Carolina.

Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. Basic Requirement for Physical Science Series, 1301: A. Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR B. Combination of Education and Experience: Courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. Specialized Experience: One year of specialized experience which involves managing, monitoring and implementing the Regulatory Permit Program, pursuant to Section 10 of the Rivers and Harbors Act and Section 404 of the Clean Water Act including developing new approaches to ensure the program is administered in accordance with higher Headquarters regulations, policy and guidance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Pay Range
$77,707.00 - $101,023.00
