This Program Manager serves the Pacific Northwest Research Station in Juneau, Alaska. Program Managers are responsible for leading an organizational unit and have considerable influence on Station policy and culture. OR Combination of education and experience -- that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. Basic Requirements for Economist series (0110). Successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. OR Combination of education and experience that included 24 semester hours in course work equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education sufficient to demonstrate that I possess the knowledge, skills, and abilities required to perform work in the occupation that is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field needed to perform the work of the occupation. Examples of appropriate experience to qualify in the Economics series include: individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation; supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or teaching assignments in a college or university that included both class instruction in economics subjects and one of the following (1) personal research that produced evidence of results, (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems. Basic Requirements for Biological Scientist series (0401). Successfully completed a full 4-year course of study leading to a bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of education and experience with courses equivalent to a major described above, plus appropriate experience. In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below. Specialized Experience Requirement: GS-14: One-year of specialized experience equivalent to at least the GS-13 grade level. Specialized Experience is defined as 3 out of 4 of the following: -- Applies knowledge of natural resources research practices and techniques to convey information concerning scientific topics, policies, and programs to key publics with diverse levels of understanding of scientific disciplines, programs and activities;

-- Initiates high priority special projects, studies, and initiatives that affect critical aspects of organizational programs; -- Implements natural resource programs and projects including programming, budgeting, and administering the organization's program of work;

-- Provides advice, briefings, assistance and counsel to leadership on responding to the media and/or congressional staff on scientific topics and program activities. GS-15: One-year of specialized experience equivalent to at least the GS-14 grade level. Specialized Experience is defined as ALL of the following: -- Applies knowledge of natural resources research practices and techniques to convey information concerning scientific topics, policies, and programs to key publics with diverse levels of understanding of scientific disciplines, programs and activities;

-- Develops and directs short and long-range programs and projects including programming, budgeting, and administering the organization's program of work; and

-- Reviews scientific research findings and makes recommendations to improve to a natural resources program's content, and methods of investigating research problems. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements with 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must also be met by the closing date of this announcement.

Pay Range

$120,563.00 - $170,800.00
