Job Summary
This interdisciplinary position serves as the Quality Assurance Coordinator. You will be responsible for managing the quality assurance program and ensuring that the laboratories' activities meet the ISO 17025, 17043 and 9001 quality assurance standards at the National Veterinary Services Laboratories. This interdisciplinary position may be filled by any of the following job series: 0401-Biological Scientist, 0403-Microbiologist, 0701-Veterinary Medical Officer, or 1320-Chemist.
Major Duties
- The duties may include, but are not limited to:
- Facilitates the development of policies and coordinates a comprehensive internationally recognized quality assurance program.
- Provides scientific advice on quality assurance relating to testing, general/technical advisory/consultative support, functional direction, protocols, requirements, guidelines, standards and documents.
- Maintains quality assurance program standards through coordination of quality assurance activities with the laboratory quality managers.
- Maintains training program where workshops, training courses, seminars, and on-the-job training curricula on quality assurance subject areas are provided.
- Plans, develops, and implements monitoring systems/activities to assess capability and proficiency of the laboratories to provide accurate results and products with appropriate sensitivity/specificity.
- Provides consultative support/advice regarding quality assurance in program maintenance/expansion, diagnostic testing, and resolution/prevention of quality assurance problems.
- Recommends strategic and operational goals with timelines with regard to resource commitments, compliance, and program direction.
- Assigns and reviews the work of staff to ensure timely performance, soundness, and value.
Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below. In addition to the basic educational requirement located in the Education section below, applicants must also meet the education/experience requirements for GS-13 listed below: FOR THE 0701 GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Interpreting and/or incorporating quality assurance requirements into instructional documents, organizational procedures, and/or quality system processes. Performing internal audits and evaluating analytical data, quality control data/records, and/or suitability of corrective actions to determine conformance with established procedures. Providing consultation and recommendations regarding assay development, method evaluation or validation, and/or design of competency or proficiency tests. Acting as a liaison between an assigned laboratory/area and external groups such as federal agencies, state/local governments, international agencies, universities, and/or industry on matters pertaining to quality assurance. OR Possess a Ph.D degree from an accredited college or school in an area of specialization, including but not limited to, animal science, avian medicine, food safety, infectious diseases, veterinary clinical sciences, pathobiology, biomedical sciences, veterinary anatomy, veterinary preventive medicine, comparative biological sciences, epidemiology, veterinary parasitology, molecular veterinary biosciences, public health, microbiology, pathology, immunology, laboratory animal medicine, toxicology, wildlife, zoological animal medicine, or sciences related to the work of a veterinary medical officer position OR RESIDENCY/POST GRADUATE TRAINING PROGRAM FOR THE GS-13 GRADE LEVEL. Successful completion of three years of an internship, residency program, or fellowship training program in a discipline related to the position. Applicants should provide a certificate or letter documenting the completion of this program. OR BOARD CERTIFICATION FOR THE GS-13 GRADE LEVEL-Specialty boards that are recognized by the American Board of Veterinary Specialties (ABVS) of the American Veterinary Medical Association (AVMA) certify eligible candidates as specialists in specific veterinary medical fields. Veterinarians who successfully complete all requirements for Diplomate status in an ABVS-recognized veterinary specialty organization may qualify for the GS-13 grade level. Applicants should provide a certificate or letter documenting their diplomate status. FOR THE 0401, 0403,1320 GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Interpreting and/or incorporating quality assurance requirements into instructional documents, organizational procedures, and/or quality system processes. Performing internal audits and evaluating analytical data, quality control data/records, and/or suitability of corrective actions to determine conformance with established procedures. Providing consultation and recommendations regarding assay development, method evaluation or validation, and/or design of competency or proficiency tests. Acting as a liaison between an assigned laboratory/area and external groups such as federal agencies, state/local governments, international agencies, universities, and/or industry on matters pertaining to quality assurance. Note: There is no education substitution for this grade level. TRANSCRIPTS are required, this position requires specific coursework or a degree in a specific field to be basically qualified. This education must have been successfully completed and obtained from an accredited school, college, or university. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Pay Range
$88,704.00 - $115,313.00
