Job Summary
**This is a Critical Acquisition Position (CAP). Army Acquisition Corps membership is required prior to appointment unless a waiver is granted. Supporting Army Acquisition Corps membership documentation must be included with your application. Selectees must sign an Army Acquisition Corps tenure agreement to remain in this position for a minimum of three years.
Major Duties
- You will serve as an Associate Director, Combat Capabilities Development Command (CCDC), Soldier Center (SC), responsible for:
- organizing, and directing basic and applied research, technology integration, product development, production engineering, acquisition program management, standardization and other activities for diversified Solder protection,
- sustainment, training and simulation and human performance technologies, systems, equipment and functions.
- You will partner and collaborate with a wide range of customers, stakeholders, and industry members to drive valued delivery of protection capability for the Dept of the Army, Special Operations Forces, Joint Forces, and acquisition organizations.
- You will build, maintain and grow important customer/partnership initiatives for CCDC-SC at the SES/GO level.
- You will provide leadership of Division staff concerning major programmatic objectives, tie-in of research and end item development and production engineering.
- You will review and approve overall Division manpower plans and budget requirements and oversee execution of projects assigned to the division.
- You will maintain critical liaison activities and evaluate development across the Dept of Defense, Program Executive Ofcs, other Federal agencies, allied nations and international organizations to leverage the most advanced research and development.
- You will demonstrate leadership competencies to plan, organize, direct, integrate and manage a major CCDC-SC mission capability area involving the execution of research, development, and engineering for the Army and other Services.

The US Army Combat Capabilities Development Command (CCDC), Soldier Center is participating in an alternative personnel system known as the Laboratory Personnel Demonstration Project (DEMO). Among other features, the Demonstration Project replaces GS grade levels with occupational families and pay bands. The pay band DB-05 is equivalent to a greater than GS-15 grade (The minimum basic pay for SSTM positions is 120% of the minimum rate of basic pay for GS-15. Maximum basic pay with locality pay is limited to Executive Level III (EX-111), and maximum salary without locality pay may not exceed EX-IV.). The pay band DB-04 is equal to the former GS-14 step 01 through GS-15 step 10. This position is being recruited at the bottom of the band GS-14 equivalent. BASIC EDUCATION REQUIREMENT FOR GENERAL ENGINEER SERIES 0801: A. Bachelor's Degree in professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of Education/Experience: college level education/experience that furnished (1) knowledge of physical/mathematical science underlying professional engineering & (2) understanding (theoretical/practical) of engineering sciences/techniques & applications to a branch of engineering. This must be demonstrated by: (1) Professional Engineer Registration or (2) Written test or (3) Specific Academic Courses - 60 semester hours in physical, mathematical, & engineering sciences or (4) Related Curriculum - Completion of bachelor's degree in engineering technology/professional field provided applicant has 1 year of professional engineering experience under professional engineering supervision/guidance. BASIC EDUCATION REQUIREMENT FOR PHYSICAL SCIENTIST SERIES 1301: A. Bachelor's Degree: physical sciences, engineering or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics;

B. A combination of education and experience: course work equivalent to a major as shown above, including at least 24 semester hours in physical science and/or related engineering science. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized experience : Specialized experience is defined as: 1.) experience in planning project programs involved with manpower, milestones, and funding schedules; 2.) experience in building customer/partnership initiatives between different organizations; 3.) experience in supervision of personnel; 4.) experience review and analyze the progress and effectiveness of an organization against program objectives, budgetary limitations, schedules, priorities and future requirements; 5.) experience such as organizing, and directing basic and applied research, technology integration, product development, production engineering, acquisition program management, standardization and other activities for diversified organizational systems, such as military systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DB-04). Please note: Pay Band DB-04 is equivalent to a GS-14 through GS-15 grade level. This position is being recruited at the low end of the band GS-15 step 01 equivalent and your resume must describe your experience at or equivalent to the next lower grade of the band's line of progression (GS-14).
