Most registration and licensure systems include structural approaches to review both the need and operational effectiveness of the process.

Some states provide formal sunset evaluation processes for their licensure programs. Many also include a periodic audit process of the licensure program/agency, which can range from cursory financial reviews to comprehensive evaluation of program effectiveness.

The audit process is often leveraged when political pressure is applied to eliminate geologist licensure, so awareness of the history and codes for audits and sunset evaluations is critical to montioring the health of the licensure within the state.

1979 Sunset law amended The review component of this automatic review and repeal law was amended to require that assessments be performed by the legislative auditor.

1994 Sunset law amended Recognizing that automatic review of every existing professional or vocational regulatory program consumed a disproportionate amount of the auditor’s limited resources, in 1994, the legislature restricted automatic review and repeal to professional or vocational regulatory programs enacted after July 1, 1994.
1996 Sunset law amended The legislature further limited this procedure in 1996 to regulatory programs actually listed in section 26H-4, HRS.
2005 Sunset law amended The sunset law was amended by House Bill (HB) 217.
