Job Summary
This is a permanent position with Headquarters, US Army Corps of Engineers, Directorate of Civil Works located at the U.S. Government Accountability Office (GAO) in Washington, D.C. 20314. Management may select at any of the grade levels announced. This recruitment provides promotion opportunity to the target grade of the position without further competition when selectee is eligible and recommended by management.
Major Duties
- Serves as a Senior Water Resources Planner with responsibility for coordination and management of Civil Works planning activities.
- Provides supports the Major Subordinate Commands (MSCs) Civil Works Project and Planning Program by managing policy compliance for planning activities
- Executes Civil Works programs through coordination of guidance and decision documents, partnership agreements and other documents related to project implementation.
- Develops legislative initiatives and planning and policy guidance to support water resources project implementation.
- Serves as the technical expert in support the Planning Community of Practice in areas of economic analysis, environmental impact and compliance, engineering design and cost estimates.
- Incumbent will be responsible for coordinating, developing, facilitating and interpreting policy, guidance and reporting requirements of planning guidance.
- As the technical expert, incumbent will be responsible for socializing new or revised policies and procedures.
- Develops working relationships with internal and external stakeholders, Headquarters, Assistant Secretary of Army (Civil Works), Office Management and Budget.
- Prepares and presents or participates in briefings and other meetings with high level rating officials on planning and policy issues and other technical and programmatic matters for MSCs.
- Attends and represents United States Army Corps of Engineers (USACE) and leadership at conferences and other forums.

Experience required at GS-13: To qualify based on your experience, your resume must describe at least one year of experience which includes: applying professional knowledge of the water resources fields of landscape architecture, engineering, economics, environmental resources, and social and cultural impacts; providing expert advice and consultation pertaining to benefit analysis, environmental impacts, and engineering design; addressing water resources planning and policy issues and their impact; conducting briefings with internal and external contacts; and coordinating reviews and studies of issues related to the social, environmental, and economic impact of water resources. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Experience required at GS-14:To qualify based on your experience, your resume must describe at least one year of experience which includes: applying professional knowledge of water resources and social and cultural impacts to project development and agreement preparations; evaluating economic, social, environmental, and engineering impacts of solutions to problems involving flood risk management, ecosystem restoration, navigation, and water reallocation; implementing standard operating procedures on decision documents, Project Partnership Agreements, and other documents imperative to effective program execution; applying independent judgment of technical analysis to resolve policy issues; and evaluating implications to make recommendations regarding proposed departures from current policies. Pay Range
$99,172.00 - $152,352.00
