Job Summary

This is a permanent position with Headquarters, US Army Corps of Engineers, Directorate of Civil Works, located at the Government Accountability Office (GAO) building in Washington, DC. Management may select at any of the grade levels announced. This recruitment provides promotion opportunity to the target grade of the position without further competition when selectee is eligible and recommended by management.

Major Duties

  • Serves as the staff authority on aspects of USACE decision policy compliance and processing in support of the Civil Works Program.
  • Reviews and manages feasibility reports and decision documents; provides objective and independent evaluation of federal water resource projects; and resolves any issues with decision document compliance.
  • Takes actions to meet time and quality guidelines and provides to leadership assessments of plan formulation, policy, economics, real estate, cost sharing, and environmental assessments.
  • Develops and presents planning documents dealing with deep draft navigation, flood risk mg, hurricane and storm damage risk reduction, environ restoration, and other civil works projects.
  • Prepares project policy compliance papers for use by decision makers.
  • Prepares proposed final reports of the Chief of Engineers.
  • Incumbent maybe assigned to serve as a course instructor on decision document quality control/quality assurance as it relates to policy compliance.
  • Works on special studies in support of various interagency committees, task forces, and working groups.

Experience at GS-13: To qualify based on your experience, your resume must describe at least one year of specialized experience which includes: applying professional knowledge of the water resources fields of engineering, economics, biology, and physical science to interpret significant interrelationships; addressing water resources planning and policy issue impacts; conducting briefings with internal and external contacts to discuss multi-objective planning principles, standards, and procedures for the development of complex water resources projects; and coordinating reviews and studies of issues related to the social, environmental, and economic impact of water resources. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Experience at GS-14: To qualify based on your experience, your resume must describe at least one year of specialized experience which includes: providing authoritative support and guidance on policy aspects on water resources development and Civil Works projects; applying professional knowledge of water resources and social impacts pertaining to plan formulation, evaluation, compliance assessments reviews; communicating with key personnel and other stakeholders regarding policy and planning functions; and applying independent judgment of technical analysis to resolve complex policy compliance issues. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
